Recommendation To Award Bid For One 80,000 Gross
Combined Weight Truck Tractor For The Waste
collection/Disposal Division, General Service
Department, Bid # 2073.
Introduction
This report concerns award of bid for one 80,000 Gross Combined
Weight truck tractor for the Waste Collection/Disposal Division,
General Services Department in the total amount of $ 6 0 , 339 . 71,
including applicable sales tax.
Background
In response to published Notices Inviting Bids (published August
19,20, 1986)
to furnish and deliver one 80,000 Gross Combined
Weight truck tractor in accordance with city specifications,
bids were received and publicly opened and read on September 9,
1986. Proposal forms were mailed to six (6) vendors and notices
were advertised in accordance with city Charter and Municipal
Code provisions. The WMBE directory did not contain any firms
which sell this type of vehicle. One proposal was received as
follows:

One of the "no bidll vendors indicated they were not able to ob-
tain the required bid bond in time and therefore could not bid.
As a result of surveying the remaining IIno bid" vendors, it was

'confirmed that two declined to bid and did not give staff any
valid reason why. One vendor submitted a "no bid" with no reason
being given for not bidding. Also, another bidder said they mis-
placed the bid in their office.
In 1985, three bids were received, Universal Mack Truck was the
lowest and best bid in the total amount of $ 61,072.43 for the
same type of vehicle. The cost savings on the 1986 quoted bid
price as opposed to the 1985 bid is $732.72. Staff has evaluated
the current bid and finds it meets our specifications and is be-
low the estimated budget figure for fiscal year 1986-87.
BUdgetary/Financial Impact
Fiscal Year 1986/87 appropriation authority for this purchase is
in the General Government Category of the capital Improvement
Program budget, account number 27-710-441-000-910, "Refuse Vehi-
cle Replacement Program".
