Background
In response to publlshed Notlces Invltlng Blds (publlshed Septem-
ber 30 and October I, 1985) to furnlsh and deliver one 3/4 ton
4x4 plckup truck wlth serVlce body lD accordance wlth Clty
speclflcatlons, Dlds were recelved and publlCly opened and read
on NoveT10er 14, 1985. Proposal forms were malled to seven ven-
dars ane notlces were advertlsed lD accordance wlth Clty Charter
and ~unlclpal Coce provlSlons. Two proposals were recelved as
