SUBJECT: Recommendation to Award Bid to Furnish and Install
Airport Noise Monitoring system, Bid #2102
Introduction
This report concerns award of bid to furnish and install an Air-
port Noise Monitoring System for the Airport Department in the
total amount of $190,741.50 including applicable sales tax.
Background
In response to published Notices Inviting Bids (published March
17,18, 19B7) to furnish and install an Airport Noise Monitoring
system in accordance with city specifications, bids were received
and publicly opened and read on April 9/ 19B7. Proposal forms
were mailed to seven vendors and notices were advertised in ac-
cordance with city Charter and Municipal Code provisions. Two
proposals were received as follows:
TRACOR APPLIED SCIENCES INC.
$190/741.50
$354,712.83
BRUEL & KJAER INSTRUMENTS INC.
The reasons for the wide spread in the above quoted prices are:
1. Bruel & Kjaer Instruments Inc. proposed an expensive
minicomputer and associated microcomputer. Tracor Applied
Sciences proposed two microcomputers.

2. The basic system proposed by Bruel & Kjaer Instruments far
exceeds the quality and size of the City's requirements.
The low bid by Tracor Applied Sciences does meets City
requirements and is below the estimated budget figure for
Fiscal year 1986/87.
Budgetary/Financial Impact
Fiscal Year 1986/87 appropriation authority for this purchase is
in the General Government Category of the Capital Improvement
Program Budget, Special Aviation Fund, account number 52-710-631-
000-901, "Noise Monitoring".
Recommendation
It is recommended that the award of Bid #2102 be made to Tracor
Applied Sciences Inc. in the total amount of $190,741.00 includ-
ing tax, as the lowest and best bidder.
