SR-205-003 (365) .t tJ5' 003 /_-k. ttf 1 4 1986 PU:EOB:fmj Council Meeting October 14, 1986 Santa Monica, California TO: MAYOR AND CITY COUNCIL FROM: CITY STAFF SUBJECT: Recommendation To Award Bid For One (1) 10,500 Gross Vehicle Weight Cab and Chassis with Special Service Type Body For the Public Facilities Maintenance Division of the General Services Department, Bid #- 2071 Introduction This report concerns award of bid for One (1) new and unused 10,500 Gross Vehicle weight Cab and Chassis with special service type body for the Public Facilities Maintenance Division of the General Services Department in the total amount of $18,211.50, including applicable sales tax. Background In response to published Notices Inviting Bids (published August 19,20, 1986) to furnish and deliver one (1) new and unused 10,500 Gross Vehicle Weight Cab and Chassis with special service body in accordance with city specifications, bids were received and publ icly opened and read on September 9, 1986. proposal forms were mailed to six (6) vendors and notices were advertised in accordance with City Charter and Municipal Code provision. The WMBE directory did not contain any firms which sell this type of vehicle. One proposal was received as follows: Claude Short Dodge $18, 2ll. 50 (, - It- I OCT I t 198& - 1 - The Cab & Chassis is standard but the service body requires the vendor to be capable of obtaining and mounting the special ser- vice type body as per specifications. As a result of surveying the vendors which did not submit a bid, it was determined that four were reluctant to bid this type of equipment because they do not have the facilities and personnel this year to mount the ser- vice body. One vendor indicated that they could not meet specifications because they do not manufacture the service body required in the bid. This vendor did not inform city staff of this fact until after the bid was closed. A similar type unit was bid during fiscal year 1985-86 but was rej ected by Council on December 10, 1985, because only one bid was received. staff rebid the item and still received only one bid in the amount of $16,508.57. This bid was accepted by Coun- cil and awarded to Thorson GMC Buick. This year Thorson GMC Buick did not have the personnel or means to mount the service body and therefore declined to bid. Staff has studied the current bid and finds that it meets all specifications and is below the budget estimate for Fiscal Year 1986/87. - 2 - BUdgetary/Financial Impact Fiscal Year 1986/87 appropriation authority for this purchase is in the Public Facilities Maintenance Division, General services Department, account number 01-500-451-000-806 . Recommendation It is recommended that the award of Bid #2071 be made to Claude Short Dodge in the total amount of $18,211.50, including tax, as the lowest and best bidder. Prepared By: E. O.
