Recommendation To Award Bid For One (1) 14 cubic foot
Gasoline Powered Sweeper For the Street Sweeping
Division of the General Services Department,
Bid # 2081
Introduction
This report concerns award of bid for one (1) 14 cubic foot gaso-
line powered sweeper for the Street Sweeping Division of the
General Services Department in the total amount of $19,448.87,
including applicable sales tax.
Background
In response to published Notices Inviting Bids (published August
19,20, 1986) to furnish and deliver one (1) 14 cubic foot gaso-
line powered sweeper in accordance with City specifications, bids
were received and publicly opened and read on September 9, 1986.
Proposal forms were mailed to five (5) vendors and notices were
advertised in accordance with ci ty Charter and Municipal Code
provisions. The WMBE directory did not contain any firms which
sell this type of vehicle. Two

The low bid from Hako Minuteman does not meet specifications for
the following reasons:

* The noise level is the main reason for this request for pur-
chase and no response to this specifications is unacceptable.
staff has evaulated the bid from Tennant Company and finds it
meets all specifications and is below the budget figure for fis-
cal year 1986/87.
Budgetary/Financial Impact
Fiscal Year 1986/87 appropriation authority for this purchase is
in the street Sweeping Division, General Services Department,
account number 27-500-442-000-806.

Recommendation
staff recommends rejection of the low bid from Hako Minuteman due
to failure to meet specifications. It is recommended that the
award of bid # 2081 be made to Tennant Company in the total
amount of $19,448.87, including sales tax, as the lowest and best
bidder.
