Recommendation To Award Bid For Modification of Two
(2) 20 Yard Rear Loading Packers For The Waste
Collection/Disposal Division of the General Services
Department, Bid # 2072.
Introduction
This report concerns award of bid for the modification of two (2)
20 yard rear loading refuse packers for the Waste Collection/
Disposal Division of the General Services Department in the total
amount of $123,282.26, including applicable sales tax.
Background
In response to published Notices Inviting Bids (published August
19,20, 1986)
to modify two (2) 20 yard rear loading refuse
packers in accordance with City specifications, bids were
received and publicly opened and read on September 9, 1986.
Proposal forms were mailed to five (5) vendors and notices were
advertised in accordance with city Charter and Municipal Code
provisions. The WMBE directory did not contain any firms which
sell this type of vehicle. One proposal was received as follows:

$123,282.26
The specifications request that two (2) City owned units be
modified by removing the existing cab and 20 cubic yard body and
replacing them with a new cab and body. staff contacted other

municipalities and confirmed they are experiencing the same prob-
lem of locating qualified suppliers for modification of this type
of vehicle. Several of the municipalities have been using the
same bidders list as utilized by the City of Santa Monica and
they also have been receiving only single bids. The problem is
that very few companies are in this type of business who have the
facility and personnel to do modifications of refuse packers.
Staff will continue to search for additional vendors in the
modification or rebuild business. At present Refuse Trucks Inc.
is the only company that specializes in modifying and rebuilding
refuse packers.
staff has evaluated the current bid and finds it meets our
specifications and is below the estimated budget figure for Fis-
cal Year 1986/87.
Budgetary/Financial Impact
Fiscal Year 1986/87 appropriation authority for this purchase is
in the General Government Category of the capital Improvement
Program budget, account number 127-710-441-000-910, "Refuse Vehi-
cle Replacement Program".

Recommendation
It is recommended that the award of Bid # 2072 be made to
Refuse Trucks Inc. in the total amount of $123,282.26, including
applicable sales tax, as the lowest and best bidder.
