Introduction This report concerns rejection of the bids from Foothill Interna- tional and Truck Hydraulic Equipment Co. Background In response to published Notices Inviting Bids (published August 19, 20, 1986) to furnish and del i ver one ( 1) new and unused 16,500 Gross Vehicle weight Cab & Chassis with special service body and mounting of a 28'ft personnel lift in accordance with city specifications, bids were received and publicly opened and read on September 9, 1986. Proposal forms were mailed to six (6) vendors and notices were advertised in accordance with city Charter and Municipal Code provisions. Two proposals were received as follows: Foothill International - $35,072.58 $49,271.16 Truck Hydraulic Equipment Co. - The low bid from Foothill International does not meet specifica- tions as a gasoline powered vehicle was specified and their bid provided a diesel powered vehicle. The bid received from Truck '-5 - 1 - OCT 1 4 1986 Hydraulic Equipment Co. meets all specifications, however, it is $7,221 (+ 15%) over the appropriation authority for fiscal year 1986-87. The vehicle is to be used primarily as the street light patrol and maintenance vehicle. Patrol and maintenance is done during the night between the hours of 5:00 p.m. and 12 midnight. Past experience with a diesel powered engine has proven that this type of vehicle is too noisy for the time of night it would be in op- eration. Prior to rebidding, staff will review the specifications seeking revisions that will reduce the cost of this unit. Recommendation It is recommended that the bids from Foothill International and Truck Hydraulic Equipment Co. be rejected and staff be directed to rebid the vehicle as specified. Prepared By: E. O.
