Introductlon
ThlS report requests the Clty Councl1 to award a contract for the
lnstallatlon of trafflC slgna1s at 11th and Mlchlgan and 14th and
Mlchlgan. curb ramps at various locations and resurraclng of
51xteenth Street to Securlty Davlng Company.
Inc.. tl'>e lowest
responslble bldder, 1n the amount of $151,586.
Background
Durlng the 1982-83 budget sesslons, the City Councll approprlated
funds for the insta1latlon of a trafflc Slgnal at 14th and
Mlchigan. Counel1 also approved lnstallation of a trafflc 51gna1
at 11th and Mlchlgan on July 27, 1982. Total CDBG funds for the
slgnals allocated are 5130.000.
The trafflc controllers for
these slgnals have already been purchased.
In addltlon to the slgna1 work thls proJect includes other work
flnanced by COBG funds.

ThlS work conslsts of constructlng 58 sldewalk ramps for the
dlsabled.
Funds 1n the amount of $20,500 have been approved for
thlS work by the Clty Council.
Slxteenth Street Reconstructlon
Th1S project conSlsts of reeonstruetlng 16th Street between
Olympic Boulevard and the Southern Paclf1c Rallroad, located 1n
the P1CD Ne1ghborhood area.
1982-83 CDBG cont1ngency funds are avallable for th1S work 1n the
amount of 572.000.
The utillzation of these funds wlll not
result ln a decrease in funds avallable for 1983-84 CDBG
. requested projects as e1ther COBG funds or other funds have been
ldentlf1ed to f1nance the recommended proJects.
The proposed project falls within el1glb1l1ty gUldellnes for CDBG
prOjects and furthers CltylS comm1tment to enhance facllit1es 1n
the Pleo Nelghborhood.
It w1ll enhance the on-street parklng for
Memorlal Park. partlcularly the Llttle League users and for the
buslness areas on Olymplc Boulevard and Colorado Avenue.

The Notlce lnvlting Bids was published March 22 and 23, 1983.
Plans and specif1catlons were malled to 20 contractors. Blds
were opened and read pubicly by the Deputy City Clerk on Aprll
25. 1983. Elght bids were recelved as follows.
