Recommendation To Award Bid To Furnish and Deliver
Class A Base, Cold Mix and Washed Concrete Sand For
the Water Division, General Services Department, Bid
# 2082.
Introduction
This report concerns award of bid to furnish and deliver class A
base, cold mix and washed concrete sand as requested by the Water
Division, General services Department at specified unit prices
including applicable sales tax and delivery.
Background
In response to published Notices Inviting Bids (published Septem-
ber 15,16, 1986) to furnish and deliver Class A base, cold mix
and washed concrete sand for a one year period, in accordance
with City specifications, bids were received and publicly opened
and read on September 30, 1986. Proposal forms were mailed to
four (4) vendors and notices were advertised in accordance with
City Charter and Municipal Code provisions. The liMBE directory
did not contain any firms in the rock and sand business. One
proposal was received as follows:

They were not able to locate any firms that could handle this
type of product. One vendor who competed in previous bids for
this product stated that their current workload would not allow
the addition of any clients at this time. They further explained
that the materials required in the bid are not readily available
to them.
staff contacted three other municipalities concerning their
resources for rock and sand. It was confirmed that all are cur-
rently using products supplied by Blue Diamond and were informed
by the same "no bid" vendor that no additional clients could be
added at this time.
At present, rock and sand products are in short supply due to the
magnitude of construction of buildings and roads in the Los An-
geles area. Prices have been compared to previous purchases and
staff feels that they are fair and competitive. Blue Diamond is
the current supplier of these products for the city of Santa
Monica and has performed an excellent job in meeting city needs.
Budgetary/Financial Impact
Fiscal Year 1986/87 appropriation authority for this purchase is
in the Sewer and ~'>1ater category of the City's Capital Budget,
account number 25-760-671-000-920, IIWater Main Replacementll.
