Introduct1on
Th1S report requests the Clty Council to award a contract for
traff1C slgnal 1nstal1at1on, modernlzat1on, and related street
work at 21st and Ocean Park, 25th and Ocean Park, 26th and
Arizona, Ocean Avenue and Highway 187 (ramp from Ocean Avenue to
Pac1fic Coast Hlghway at entrance to the Pier), Ocean and
Colorado Avenues, and the 1nterconnect on Neilson Way from
Ashland to Ocean Park Boulevard to the lowest responsible bldder,
S. & W Electrlcal Contract, 1n the amount of $230,577.00.
Background
Durlng the 1982-83 budget sess1ons, the C1ty Council author1zed
installat10n of traffic signals at f1ve intersections using
Federal Aid Urban funds.
The project w1l1 be 100% funded by
federal funds.
The project will consist of installing trafflc Signals at 21st
and Ocean Park, 25th and Ocean Park, 26th and Arlzona and Ocean
Avenue and H1ghway 187.
The signals at Ocean and Colorado
Avenues w1ll be modern1zed. In add1tlon, the lnterconnect cable
on Neilson Way will 1mprove traffic flow by synchronlzing the

trafflc signal timing. This will also ensure safe vehlcle speeds
along Neilson Way.
The Notlce Invltlng Bids was pUblished on March 22 and 23, 1983.
Plans and speclficat10ns were lssued to 25 contractors. Blds
were opened and read publlCly by the Deputy City Clerk on June 6,
1983. Six blds were received as follows:
