Introduction
Th1S report concerns award of bld for stat~onery supplIes at the unit
prlces bid for the period of August 1, 1984 through July 31, 1985.
Backsround
In response to published NotIce Inviting Bids (published May 23, 1984
and May 24, 1984) to furnIsh and deliver 159 different stationery
supply items in accordance WIth City specifIcations, bids were rece~ved
and publicly opened and read on June 12, 1984. Proposal forms were
mailed to 6 vendors and notices were advert1sed In accordance with City
Charter and Mun1cipal Code provisions. Four proposals were received as
follows:

The low bld as shown above 1S from Bayless Stationers but they have bid
77 substitut10ns or deviatlons from the speclfications without any
samples or substantiation that these ltems are equivalent to the
specificat1ons.
Eastman, Inc., the next lowest bidder has bid all
Items according to our speclfications. Further, Eastman has offered a
2 year opt1on under the same terms and conditions, except where
manufacturer's prices lncrease. Eastman, Inc. is the present suppller
and has been dOlng a very efficlent Job wlth fast delivery serVlce.
Their efficiency reduces the amount of inventory required and thus
reduces our costs.
Budgetary/F1nanclal Impact
FY1984-85 funds for these purchases are budgeted 1n the varlOUS uSing
department's office supplIes and expense accounts. Funds for the
perlod July 1-31, 1985 will be included in the City's FY1985-86 budget.
Recommendation
It 1S recommended that the award of BId i1952 be made to Eastman, Inc.
at the unit prices bld as the lowest and best bldder.
