SUBJECT Recorrmendation to Award Bid #1863
Introduction
The Senior Citizens I Nutrition Advisory Council has reviewed the bids received for
providing meal servlce to the Senior Citizens' t.\1trition and Recreation Program for
Fiscal Year 1983-84
After reviewmg the bids. visiting the caterers I kitchens. and sanpling the TIEals.
the Santa Monica Senior Citizens Nutrition Advisory Council (NAC), YJhich is comprised of
elected representatives of the four nutrition sites and appointed manbers at large,
passed the following rootion "Recomnend to the Santa :MOmca City Connci1 to accept
Sorensen's b~d of $2. 25 which includes the coffee, tea, etc," The rootion was passed
una.ni.rrous1y by the seven members present.
Background
Bid specificiation packages were mailed to tw"enty-two (22) food service cuwparues
by the Purchasing Department an April 21, 1983. Notices were advert1.sed in
accordance with the MLmicipa1 Code for the May 3, 1983 bid opening
The four catering compan~es listed below, subnitted the follov.u.ng bids
Bnmners $2.15 without coffee
Sorensen 2. 22 without coffee
$2. 20 with coffee or tea
2. 25 with coffee and tea
Gobbeley Goodies 2.25 without coffee
Greyhound 2.38 without coffee
------- (no bid)
2.40 with coffee and tea
Gobbeley Goodies was disqualified since they did not suhnit the required bidder's
bond. Greyhmmd was also eliminated from further consideration due to their
significantly higher bid.

On }fay 6, the Project Director and Nutritionist, along with three
Advisory Council menbers, inspected Sorensen I s and Brurmer' s kitchens.
The group ate lunch at one of the meal sites which Brunner currently serves.
Since Sorensen is our present caterer, advisory conncil marhers are already
familiar with their food. In addition. it should be noted that Brurmer was
our caterer for fiscal year 81-82; many seniors are also quite f.qmiliar
with his food and service.
On May 9. the Project Director and the Project Nutritionist made unarmounced
ear ly lIOming visits to Sorensen's and Brurmer' s to inspect their kitchens
durrng food preparation. Later that day. the Advisory Council met to discuss
the ~nfonnation that had been gathered during the week and to decide which
catering company they wanted to reccmnend to the City Council. Ed Adams.
Recreation Superintendent. and Alita Rethmeyer. Project Dietitian, were also
present at this meeting.
The following information led to the decision to reculluend Sorensen for
fiscal year 1983-84.
1 KITCHEN SAL"U.TATION. Sorensen's kitchen appeared to be significantly
cleaner than Brurmer's to the Project Director, Project Nutritionist and
Advisory Council members
2. QUALI1Y AND QUANTITY OF FOOD Sorensen I s menu reflected a greater
rumber and variety of food items, including many lIOre fresh salads and
baked goods. Brunner r s portions were thought to be a little larger. The
three seniors who tasted the food reported that the food by Sorensen r s was

tastier than the food at Brunner's. This was also reported by
members of the NAC who had eaten meals fran both caterers_
3. SATISFACITON WIlli SORENSEN'S: Most of the seniors felt quite
satisfied with Sorensen f s service this year Ed Adams reported that
he has received fewer canplaints this year than he has in past
years.
The Project Director reported that Sorensen has been very agreeable
to special requests during the current year. They have also YKrrked
hard to correct many of the problems that have arisen.
4. OOST OF MEAlS. There is a . 05~ difference between the bids of
Sorensen and Bnn:m.er. The NAC voted to include the coffee option
since the additional cost of coffee is minimal and within the proj ected
budget. It should be noted that the coffee option at Sorensen's
includes coffee and tea. The coffee option at Brurmer' s includes
coffee or tea.
Taking all of these Hems into consideration, the NAC decided that it
would be in the best interest of the Senior Citizens that Sorensen's bid
of $2.25 per meal be recullIHended to the City Council for acceptance.

* Th.e projected City contribution in the proposed 1983-Bfi budget was estimated
at $78,249. Based on receiving a l~ bid from the caterer than anticipated, the
projected City contribution would be $5,210 less or a total of $73,039.
Reculluendation
The Senior Nutrition staff and the NAG recu.I'udld that the City Cotmcil accept the
bid of Sorensen Catering at $2.25 to provide. meal service for the 1983-84 fiscal
year to the Senior Citizens Nutrition and Recreation Program.
