SUBJECT: RECO!1MENDATION TO REJECT VARIOUS EQUIPMENT BIDS AND TO
READVERTISE AND REBID
Introduction
This report recommends that various equipment bids (#2020, #2024,
#2026, #2027, and #2029) be rejected and that staff be directed
to: a) revise equipment specifications, b) expand bidder's
lists, and c) re-advertise and re-bid all items. These actions
are necessary as only one bid response was received for each of
these equipment items.
Background
Notices inviting bids were published September 30 - October 11
1985 and mailed to all of the bidders on the City's bid lists to
furnish and deliver the equipment items:

the Waste Collection/Disposal Division of the General
Services Department.
One Low Entry Cab and Chassis with 29 yard Side Loading
Refuse Body for the Refuse Division of the General
Services Department.
One 10,500 GVW Cab and chassis with Special service
Body for the Water Division of the General Services
Department.
One 3/4 Ton Cab and Chassis with special Bin Handling
Unit for the Waste Collection/Disposal Division of the
General Services Department.
In response to our requests, only one bid was received for each
equipment item. subsequent staff review indicated that while
there is sufficient appropriation authority for each item as bid,
revisions to City specifications coupled with an expansion of
City bidder's lists will likely increase market competition and
decrease the price for these equipment items.
Recommendation
It is therefore recommended that the bids received for bid
requests #2020, #2024, #2026, #2027, and #2029 be rejected, staff
take the administrative actions specified, and all equipment
items be re-advertised and re-bid.
