SUBJECT: Recommendation to Award Bid to Furnish Portable Welding
services for the Water Division of General Services
Department, Bid #2087
Introduction
This report concerns award of bid to furnish portable welding
services for a one year period with two one year renewal options
as requested by the Water Division, General Services Department
at hourly labor rate specified.
Background
In response to published Notices Inviting Bids (published October
23, 24, 1986) to furnish portable welding services in accordance
with city specifications, bids were received and publicly opened
and read on November 6, 19B6. Proposal forms were mailed to nine
(9) vendors and notices were advertised in accordance with City
Charter and Municipal Code provisions. Three proposals were
received as follows:

staff has evaluated the bids and finds that the bid from Garges
Welding has a time limit contingency. Approximately 50% of the
welding service is on an emergency basis and the welder usually
spends a maximum of four (4) hours on city premises. The $45.00/
hr (less than eight (8) hours) bid from Garges Welding is higher
than the flat rate of $42.00jhr (no time limit) quoted by S & s
Welding. Therefore the bid from S & S Welding is the lowest and
best bid.
BUdgetary/Financial Impact
Fiscal Year 1986/87 appropriation authority for this purchase is
in the Water Division, General Service Department account number
25-500-671-000-401, for the period December 15, 1986 to June 30,
1987. For the period July 1, 1987 thru December 14, 1987 appro-
priation authority will be as set forth in the fiscal year 1987-
88 budget.
Recommendation
It is recommended that the award of Bid #2087 be made to S & S
Welding Company at $42.00 per hour as specified for a one year
period with two one year renewal options, as the lowest and best
bidder.
