SR-205-003 (29) Purch:DH:RAH: F:\FINANCE\PURCH\STFRPTS\SRBD2833.DOC Council Meeting: June 12, 2001 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Award Bid to Furnish and Deliver One Street Sweeper, Bid #2833 Introduction This report recommends award of bid to furnish and deliver one street sweeper for the Street Sweeping Division, Environmental & Public Works Management Department, in the total amount of $173,755.80, including applicable sales tax. Background The compressed natural gas (CNG) powered street sweeper will be used by street sweeping personnel to perform street sweeping tasks. It will replace a 1991 Ford/Tymco vacuum sweeper, which is no longer cost effective to maintain and is part of the Vehicle Replacement Program. Discussion In response to published Notices Inviting Bids (published February 9 and 11, 2001) in accordance with City specifications, bids were received and publicly opened and read on March 28, 2001. Proposal forms were mailed to twenty vendors and notices were 1 advertised in accordance with City Charter and Municipal Code provisions. Proposal forms requested vendors to quote on six fuel sources, including CNG. Two proposals were received as follows: VENDOR PRICE Haaker Equipment Company $133,904.88 (Diesel-powered) $171,704.88 (CNG-powered) GSC Western Power & Equipment $131,614.20 (Diesel-powered) $146,682.36 (Propane-powered) $173,755.80 (CNG-powered) The CNG-powered street sweeper offered by Haaker Equipment Company does not meet the City’s specification, which is to provide a street sweeper with a configuration that has been in production for a minimum of five years and is being used by a minimum of ten other cities. The CNG-powered street sweeper offered by GCS Western Power & Equipment does meet these requirements. The City currently possesses other sweeper models made by the manufacturer (Tymco) and staff is satisfied with their performance. The purchase of the CNG-powered street sweeper is consistent with the Citys reduced = emissions fuel policy. Staff has evaluated the bid submitted by GCS Western Power & Equipment and finds that it meets City specifications. 2 Budget/Financial Impact Budget authority for this purchase is in the Capital Improvement Budget account number C54016700.589000, “Fleet Vehicles Replacement Program”. Recommendation It is recommended that the bids submitted by Haaker Equipment Company be rejected and that the award of Bid #2833 be made to GCS Western Power & Equipment for a CNG- powered street sweeper in the total amount of $173,755.80, including applicable sales tax, as the best bidder.
