SUBJECT: Recommendation to Award Bid to Furnish and Deliver Two 35-Foot Aerial
Lift Trucks, Bid #2818
Introduction
This report recommends award of bid to furnish and deliver two 35-foot insulated hydraulic
telescopic articulating aerial lift trucks for the Facilities Management Division,
Environmental & Public Works Management Department, in the total amount of
$158,534.29, including applicable sales tax.
Background
The gasoline-powered aerial lift trucks will be used by Facilities Management personnel to
repair and maintain street lights, parking lot lights and traffic signals. They will replace a
1986 Ford ¾-ton pickup and a 1991 Ford/Altec aerial lift truck, which are no longer cost
effective to maintain and are part of the Vehicle Replacement Program.
In response to published Notices Inviting Bids (published November 19 and 24, 2000) in
accordance with City specifications, bids were received and publicly opened and read on
December 6, 2000. Proposal forms were mailed to nine vendors and notices were

advertised in accordance with City Charter and Municipal Code provisions. Proposal
forms requested vendors to quote on six fuel sources, including Compressed Natural Gas
(CNG). Three proposals were received as follows:

Staff has evaluated the bid submitted by Altec Industries Inc. for gasoline-powered aerial
lift trucks and finds that it meets City specifications.
Atlec Industries Inc. also offered aerial lift trucks powered by CNG engines, but they do not
meet City specifications, as the size of the trucks’ chassis exceeds the requirement,
creating a maneuverability concern. Truck Hydraulic Equipment Co., Inc. offered gasoline-
powered aerial lift trucks but the arm overhang on its vehicles exceeds City specifications,
causing the boom to extend into traffic, requiring staff to block two lanes of traffic. In
addition, its platform capacity is smaller than City specifications, which restricts the total
weight allowed in the bucket; the bucket is smaller than City specifications, which impedes
the comfort needed by staff when carrying tools and materials; and its arm attachment and
lower boom bushings are not self-lubricating, requiring additional maintenance and
downtime.

The purchase of these gasoline-powered aerial lift trucks from Altec Industries Inc. is
consistent with the City’s reduced emissions fuel policy. There is no California Air
Resources Board (CARB) approved conversion kit available for the aerial lift trucks at this
time, and there is no estimate of when a CARB approved conversion kit will be available to
convert the trucks to CNG.
Budget/Financial Impact
Budget authority for this purchase is in the Capital Improvement Budget account number
C54016701.589000, “Fleet Vehicles Replacement Program”.
Recommendation
It is recommended that the City Council reject the bid submitted by Truck Hydraulic
Equipment Co. and the CNG bid offered by Altec Industries Inc. and award Bid #2818 to
Altec Industries Inc. for gasoline-powered aerial lift trucks, in the total amount of
$158,534.29, including applicable sales tax, as the best bidder.
