SR-205-003 (27) Purch:DH:RAH: F:\FINANCE\PURCH\STFRPTS\SRBD2810.DOC Council Meeting: February 27, 2001 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Recommendation to Award Bid to Furnish and Deliver Four 30-Cubic Yard Automated Side Loader Refuse Collection Vehicles, Bid #2810 Introduction This report recommends award of bid to furnish and deliver four 30-cubic yard automated side loader refuse collection vehicles for the Solid Waste Management Division, Environmental & Public Works Management Department, in the total amount of $931,068.00, including applicable sales tax. Background The four CNG-powered refuse collection vehicles will be used by Solid Waste Management personnel for residential and commercial refuse collections, and transporting the collections to the City Yards transfer station. They will replace two 1991 Am-rep collection trucks, which are no longer cost effective to maintain and are part of the Vehicle Replacement Program. In response to published Notices Inviting Bids (published November 3 and 5, 2000) in accordance with City specifications, bids were received and publicly opened and read on November 16, 2000. Proposal forms were mailed to five vendors and notices were advertised in accordance with City Charter and Municipal Code provisions. Proposal forms requested vendors to quote on six fuel sources, including CNG. Three proposals were received as follows: - 1 - VENDOR AMOUNT Carmenita Truck Center $846,288.00 TEC of California, Inc. $903,023.59 Golden State Truck Center $931,068.00 Staff has evaluated the bid submitted by Golden State Truck Center and finds that it meets City specifications. The bid submitted by Carmenita Truck Center offers a recently introduced Cummins engine that has no track record to examine and will not be available for delivery until March of 2002. In addition, Carmenita Truck Center’s product support and customer service over the past two and a half years has been unsatisfactory. The bid submitted by TEC of California, Inc. offers a cab design of the Mack chassis that does not meet City specifications. Additionally, the engine is a first generation CNG engine and the product support may be limited. The purchase of the four CNG-powered refuse collection vehicles is consistent with the Citys = reduced emissions fuel policy. Budget/Financial Impact Budget authority for this purchase is in the Capital Improvement Budget account number C54016701.589000, ”Fleet Vehicle Replacement Program”. - 2 - Recommendation It is recommended that the City Council reject the bids submitted by Carmenita Truck Center and TEC of California, Inc. and award Bid # 2810 to Golden State Truck Center in the amount of $931,068.00, including applicable sales tax, as the best bidder.
