Emergency Purchase of A Transfer Station Trailer
Introduction
This report recommends the City Council appropriate $35,000 for the purchase
of a new trailer for the transfer statlon and approve the resolution waiving
formal bids.
Background
The transfer stat10n presently has three trailers 10 service. These tra11ers
have completed four to five trips per day to the dump site, SlX days a week
for the past 19 years. Each trailer has accumulated in excess of 200,000
miles and has been out of service for only enough time to perform emergency
repairs. The Mechanical Maintenance staff has recently found deter1oratlon
of the inslde floors, push-out blades, tracks and cylinders in addition to
other major structural problems, all of whlch require immedlate repair.
The staff recommends a new spare trailer be purchased immediately as each
existing trailer must be removed from serV1ce for a complete and thorough
repair or refurbishment. To maintain the City's present level of service,
it 15 necessary to orovlde the transfer statlon with three operable
trallers at all t1mes. It is not poss1ble to USe two of the trailers
longer hours during the per10d of repair of one of the trailers because
the landflll lS not open beyond the hours of 8 A.M. to 5 P.M., nor 1S it
open on Sunday.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA TO WAIVE FORMAL BIDDING REQUIREMENTS
FOR THE PURCHASE OF A TRAILER FOR THE TRANSFER
STATION.
WHEREAS, there is an iwmediate need for an additional trailer at
the transfer station; and
WHEREAS, S. Vincen Bowles, Inc. is. the sole source supplier which
has on hand a trailer which meets and exceeds all criteria established by
staff for the selection of the trailer, and has on hand a trailer for
immediate delivery,
NOW, THE~EFORE, THE CITY COUNCrL OF THE CrTY OF SANTA MONICA DOES
HEREBY RESOLVE AS FOLLOWS;
SECTION 1. That the City Council waive formal bidding procedures
and contract with S. Vincen Bowles, Inc. for the purchase of a trailer.
SECTION 2. That the City Manager be authorized to enter into a
contract for the purchase of a new trailer.
SECTION 3. That the City Council appropriate $35,000 from the
surplus funds in the Refuse Collection Fund with which to purchase the
trailer.
SECTION 4. That the City Clerk shall certify to the adoption of
this resolution. and thenceforth and thereafter the same shall be in full
force and effect.
