Introductlon
Th,s report describes the b,ds received and recommends the award of a contract
to the lowest and best b,dder.
Background
Arcadla Reservoir was built ,n 1924 with reinforced concrete walls and a wood
roof. The wood roof is now deterlorated and has become a health and safety
hazard. The Cal,fornia State Department of Health has requested, ln ,ts
yearly survey, the repalr of th,s reservo,r. ThlS contract ,ncludes replaclng
the eXlsting wood roof wlth a wood substructure and an alumlnum roof, seallng
the reservoir, repalrlng the gutter around the reserVOlf and replac,ng an
effluent 11ne.
The bids were rece,ved on August 20, 1980, for the construct, on of the subject

These errors 1ncluded failure to show the unit or lumo prices 1n words,
interl1neations, mathematical errors in extensions and totals, failure to
apply a corporate seal to the proposal, omission of title of party slgnin9
the proposal, failure to include a statement of qual1f1cat1ons llsting
prev10us projects completed. and not using the form of b1dders bond conta1ned
in the bidding package.
Informalities relating to the proposal subm1tted by the low b1dder, Harman
B. J. Gladd Construct1on Company, 1ncluded failure to show unit and lump sum
prlces in words. mathematical errors 1n extenslons and total amount of bid,
and not using the form of bidder's bond contained 1n the b1dding package.
This bidder also falled to submlt a list of structures constructed w1th
shot-crete equ1pment proposed to be used on thlS proJect. The contractor
has subsequently submltted th1S 11St.
The Contractor's qual1ficatlons have been rev1ewed and have been found to be
acceptable. The low bidder holds a val1d 11cense to perform the work to be
done from the State Contractors' L1cense Board.
The 1nformal1t1es 1n the low b1d have been rev1ewed with the C1ty Attorney's
office. The Clty Attorney's off1ce concurs in t~e op1nlon that all the
1nformal1tles in the low bld can be wa1ved 1n accordance w1th Article A-l6
of the Advert1sement for Bids and by the Specif1cat1ons.
Funds for th,S project were appropr1ated 1n past fiscal years and were lost at
the end of those years. The funds required to be approprlated for th1S
proJect are S463,576.40 plus 15 percent for contingenc1es or a total of
$533,112.86.

Recommendation
It 15 recommended that Council appropriate $533,112.86 from the Water
Depreciation fund, walve the informalities in the bld by Harman B. J. Gladd
Constructlon Company, and authorlze the City Manager to 519n a contract with
Harman B. G. Gladd Constructlon Company in the amount of $463,575.40 for the
construction of the Arcadla Roof and appurtenances.
