Recommendation to award bid for Palm Tree Trimming

Introduction
This report concerns award of bid for Palm Tree Trimming &
Slicking in the total amount of $54,298.93 including sales tax.
Funds for this purchase have been budgeted in account number
01-400-513-000-501.
Background
This is the second year of a three year program to trim City Palm
Trees. The recommended contractor's references have been checked
and he has demonstrated his competence to the Recreation & Parks
Department
In response to published Notice Inviting Bids to Trim & Slick
approximately 500 Phoenix Palm Trees in the City in accordance
with City specifications, bids were received and publicly opened
and read September 18, 1980 3-00 P.M. Proposal forms were mailed
to thirty-two (32) prospective contractors and notices were
advertised in accordance with City Charter and Municipal Code
prov~s~ons Five (5) proposals were received. However, one
Bidder requested his bid be withdrawn as it had been prepared and
signed by an employee not authorized to do so. In addition,
the bid bond submitted did not apply to this bid but was applicable
to a bid submitted to the City of Riverside Consequently, staff
considered this bid non-responsive and non-responsible.
Bids received are shown on the attached recap.
Recommendation
It is recommended that the award be made to Porshia Alexander
of American in the total amount of $54,298.93, including tax,
as the lowest and best bidder.
