SUBJECT: Award Bid to Furnish and Deliver One Sewer Cleaning Truck, Bid #2837
Introduction
This report recommends award of bid to furnish and deliver one sewer cleaning truck for
the Wastewater Division, Environmental & Public Works Management Department, in
the total amount of $212,845.32, including applicable sales tax.
Background
The diesel-powered sewer cleaning truck will be used by Wastewater personnel to
clean and sanitize sewer and storm drain lines. It will replace a 1990 GMC Aquatech
sewer cleaning truck which is no longer cost effective to maintain and is part of the
Vehicle Replacement Program.
Discussion
In response to published Notices Inviting Bids (published May 11 and 13, 2001) in
accordance with City specifications, bids were received and publicly opened and read
on June 5, 2001. Proposal forms were mailed to ten vendors and notices were
advertised in accordance with City Charter and Municipal Code provisions. Proposal
forms requested vendors to quote on six fuel sources, including Compressed Natural

Gas (CNG). One proposal was received as follows:

Staff has evaluated the bid submitted by Municipal Maintenance Equipment, Inc. for a
diesel-powered sewer cleaning truck and finds that it meets City specifications.
Staff conducted various attempts to encourage all ten bidders to submit bids by
providing opportunities to have their specifications reviewed and approved, as well as
extending the bid closing date. Eight vendors submitted the “no bid” form, stating that
they cannot meet City specifications. The one remaining vendor chose not to respond.
The purchase of this diesel-powered sewer cleaning truck from Municipal Maintenance
Equipment, Inc. is consistent with the City’s reduced emissions fuel policy. There is no
California Air Resources Board (CARB) approved conversion kit available for the truck
at this time, and there is no estimate of when a CARB approved conversion kit will be
available to convert the sewer cleaning truck to CNG.
Budget/Financial Impact
Budget authority for this purchase is in the Capital Improvement Budget account
number C54016701.589000, “Fleet Vehicles Replacement Program”.

Recommendation
It is recommended that City Council award Bid #2837 to Municipal Maintenance
Equipment, Inc. in the total amount of $212,845.32, including applicable sales tax, as
the best bidder.
