Bid No, 1624. Introduction This report concerns award of bid for Bus schedules in the estimated total amount of $21,000 including applicable sales tax. Funds for this purchase have been budgeted in account number 41-600-654-000-426. Background In reponse to published Notice Inviting Bids to furnish and deliver Bus Schedules in accordance with City specifications, bids were received and publicly opened and read June 18, 1981. Proposal forms were mailed to ten vendors and notices were advertised in accordance with City Charter and Hunicipal Code provisions. Three proposals were received. Recommendation It is recommended that the award be made to Vaughn Printing Co. in the estimated total amount of $21,000.00, including tax, as the lowest and best b~dder. '~--, Prepared By: R.N. '''f CAt. if report in the July 15 Evening Outlook, Councilman James Conn wishes the CLty CouncLl to ".. . show its support for unionized workers by giving CLty business to firms whose workers are organized" More specifically, Mr. Conn wishes to deny a printing contract to the low bidder, Vaughn PrLntLng, simply because the company LS non-unLon As employees of Vaughn PrLnting, self interest requires us to take issue w1th Mr. Conn. However, there LS more at stake than our pr1de or our pocketbooks. In our judgment, the City CouncLl has only two obligations to the cLtizen~ it serves. First, by the enforcement of laws and regulations, the CouncL1 is obliged to do all in its power to promote publLc safety and the general well-beLng of all its cLtizens. Second, the Council is obllged to be a good custodian of the public funds at Lts dlsposal. In our judgment, any company which obeys the law and conforms to the applicable city regulatLons has the right to compete for cLty business. The Clty Councll has a duty to the taxpayers to accept the lowest quaIL fled bld. City money is needed for edueatlon, for polLee and fLre protectlon Itshould not be spent to promoretrade unions or any other special interest group. We resent the fact that the City Council would disqualify our company from competing for city jobs s~mply because we have chosen not to join a union. We wish to be judged on the quality of our work and on the competitiveness of our prices, not on the "correctness" of our politics.
