SUBJECT: Recommendation to Award Bid to Furnish and Deliver Two Stake Bed Trucks,
Bid #2822
Introduction
This report recommends award of bid to furnish and deliver twostake bed trucks for the Solid
Waste Management Division and Water Division, Environmental & Public Works
Management Department, in the total amount of $102,837.50, including applicable sales tax.
Background
The two Compressed Natural Gas (CNG) powered stake bed trucks will be used by Solid
Waste and Water personnel for transporting materials and equipment to various work
locations. They will replace two 1991 Ford stake bed trucks which are no longer cost
effective to maintain and are part of the Vehicle Replacement Program.
In response to published Notices Inviting Bids (published November 19 and 24, 2000) in
accordance with City specifications, bids were received and publicly opened and read on
December 7, 2000. Proposal forms were mailed to thirty-one vendors and notices were
advertised in accordance with City Charter and Municipal Code provisions. Proposal forms
requested vendors to quote on six fuel sources, including CNG. Six proposals were received
as follows:

The bids submitted by Bob Beaty Ford, Villa Ford, Ford West, Miracle Ford and Golden State
Truck Center are for gasoline-powered trucks, which do not meet the City’s reduced
emissions fuel policy. The purchase of two CNG-powered trucks is consistent with the Citys

reduced emissions fuel policy. Staff has evaluated the bid submitted by Maurice J. Sopp &
Son and finds that it meets City specifications.
Budget/Financial Impact
Budget authority for this purchase is in the Capital Improvement Budget account number
C54016700.589000, Fleet Vehicle Replacement Program.

Recommendation
It is recommended that the bids submitted by Bob Beaty Ford, Villa Ford, Ford West, Miracle
Ford and Golden State Truck Center be rejected and that the award of Bid # 2822 be made to
Maurice J. Sopp & Son in the amount of $102,837.50, including applicable sales tax, as the
most responsible bidder.
