Approve Associated Budget Changes; Adopt Resolutions Increasing
Parking Meter Rates; Introduce and Hold First Reading of an Ordinance
Establishing Various Parking Meter Zones; Adopt a Resolution Modifying
Various Planning Fees and Amending the Santa Monica Municipal Code;
Adopt a Resolution Establishing Various Classifications and Salary Rates;
and Approve in Concept Increased Parking Citation Fines and Penalties.
Introduction
This report provides the mid-year status of the FY 2002/03 budget, recommends budget,
personnel, parking meter rate and planning fee changes, reports on the progress of work
objectives, and requests approval in concept of parking citation fine and penalty increases.
Backqround
The mid-year budget review is an opportunity to assess the status of the adopted budget
and make necessary mid-course corrections. In addition to reviewing projected revenues
and expenditures after six months of operations, staff evaluates progress on the adopted
work plan for the year. Revisions to the adopted budget and work plan are recommended
based on this analysis.
At the January 14, 2003 City Council meeting, informationwas presented on the status of

the City's General Fund for this fiscal year and the forecast for the next five years. The
environment is dynamic and changing daily given the challenges facing the State.
Indications are that this fiscal year the City will under-realize even the conservative
estimates of transit occupancy tax, sales tax and other ongoing revenues upon which the
revenue budget was based by $3.3 million, This shortfall will be offset by one-time savings
which Council set aside at the end of last fiscal year, but the lower revenue trend will widen
next year's projected budget gap. Next year's deficit is now estimated at $11.2 million and
the following year at $21.3 million. These numbers are absent State-imposed reductions
or possible losses should we engage in military action against Iraq. Department staff
members are currently preparing their proposed budgets for FY2003/04 and FY2004/05,
To reduce the ongoing deficit, budget cuts will be proposed for both fiscal years, observing,
to the extent possible, the Council direction of January 14, 2003. Staffwill provide updated
information during the presentation of this report on February 25th.
Discussion
This year at mid-year, staff is recommending actions to address the coming years' budget
deficits. City staff has been challenged to identify operating efficiencies that would reduce
the cost of providing services, and other strategies, such as deferring certain capital
projects, have been implemented These cost-saving measures will not be adequate to
close the gap; therefore, other potential actions discussed at the January 14th Council
meeting are being implemented or are being recommended for implementation at this time.
Discussion of these actions, along with a summary review of mid-year fund changes,
follows.

Hiring Freeze
In light of the likelihood of revenue under-realization and uncertainty about actions the
State may take affecting this year's revenue, the City Manager will be implementing
immediately a selective hiring freeze through control of positions that become vacant. The
freeze will not affect essential public safety staff or staff deemed essential for revenue
generation, regulatory control and certain other core functions. The freeze will both
achieve savings to ensure a balanced budget and may provide slots to which employees
facing potential layoff in FY 2003/04 could be moved. Staff will continue to monitor the
developing economic and fiscal context and will advise Council of major changes.
Fee and Fine Increases
The City Council has limited ability to increase revenues in the immediate future. As noted
in the January 14th staff report, Council can regulate the level of certain fees and fines.
Staff is actively reviewing these options and makes the following recommendations:
Parking Meter Rate Increase
At the City Council meeting of December 7, 2002, Council approved in concept an
increase in the parking meter rates to $1.00 per hour and $.75 per hour, directed staff to
solicit input from business and community groups on the proposed rate increase and meter
modernization program, directed staff to initiate procurement of signs and mechanisms
required to implement the rate increase and directed staff to initiate procurement of new
meters. Staff also proposed to install meters at spaces adjacent to commercially zoned
uses near the intersections of streets with Wilshire Boulevard or Santa Monica Boulevard,

and near Santa Monica College and John Adams Middle School on Pearl Street and 16th
Street. Approximately 360 meters could be installed in these locations. Council also asked
for more information on the type of meters to be installed and additional locations to place
meters. Staff is currently investigating these issues and will provide information to Council
this spring, prior to the contract award for the meter purchase. (The details of the staff
report requesting conceptual approval are outlined in Attachment A).
Following Council conceptual approval, Economic Development staff consulted with the
various business districts, local newspapers highlighted the intention in budget-related
articles in mid-January, and the information was relayed to the community through on-line
budget and Council reports and CityTV programming. The reception has been negative
but resigned with an understanding of why the City is taking this action. Staff recommends
that Council proceed now to define zones and associated parking meter rates. Included at
Exhibit G1 and G3 are resolutions setting parking meter rates for Parking Meter Zone "A" at
$1.00 per hour and Parking Meter Zones "B", "C" "0" and "E" at $.75 per hour. Exhibit G2
is an ordinance for introduction and first reading establishing various parking meter zones
and amending the Santa Monica Municipal Code. A map of this area is attached
(Attachment B).
Santa Monica College has raised concerns about installation of meters along Pearl Street
and 16th Street. The action requested by Council in this report does not result in the
installation of new meters; rather, if meters are installed within the designated zones, the
resolution establishes parking meter rates. City staff will evaluate concerns expressed by

the College before any new meters are installed on Pearl and 16th streets.
Revenue anticipated from the meter rate increase is $3.3 million annually although this will
be offset next year by one-time equipment costs of approximately $2.5 million Staff
recommends replacing the current mechanical meter heads with electronic meters and will
seek Council approval for the equipment procurement and associated coin collecting
equipment in the coming months. Revenue collection will require the addition of 1.1 FTE
part-time Meter Collectors. Approval of this addition, requested at Exhibit 12, will enable
recruitment to proceed so that staff will be in place when needed.
Planning Fee Increases
Several changes to Planning Fees are proposed as clean up to actions taken in October
2002 when City Council adopted Resolution No 9806 (CCS) revising various permit and
user fees and setting new user fees.
Landmarks Designation Fee - In response to the Council's direction to analyze reduction
of the fees for City Landmark and Structure of Merit designations, staff recommends
reducing the fees to $500 for these applications as a way to encourage preservation of
historic properties. The current full-cost recovery fees are $3,222 for Landmark
Designation and $3,512 for Structure of Merit applications. Though it will not recover the
full costs associated with processing the applications, this proposed fee is consistent with
the typical fees charged by other cities, which range from $250-$550.

Planning Appeal Fees- Planning appeal fees have historically been set at levels that
achieve only modest cost recovery in an effort to encourage public participation in the
planning process. Except for annual consumer price index (CPI) adjustments, the baseline
appeal fees have not been increased for well over 10 years. The City Council has
maintained the appeal fees at these low levels to enable the public to utilize the appeal
process and create a more level playing field between appellants and applicants. And
while the appeal fees have been held relatively constant for a number of years, the fees for
applications have steadily increased in orderto recover ever-greater portions of the actual
cost of processing development applications. As a result, development fees for conditional
use permits, variances, development review permits, etc., are now set at 100% cost
recovery. Though the cost of processing appeals of planning permits and noise variances
is estimated at $3,657 and $2,642, respectively, staff continues to believe that appeal fees
should not be based on full-cost recovery. However, the 100% cost recovery fees were
inadvertently reflected in the fee resolution approved by the Council on October 22, 2002
This staff report proposes to correct this error:
While the City has been able to maintain very low appeal fees for many years, the budget
crisis presents challenges that require recapturing a larger portion of the actual costs of
processing appeal applications. This can be done while maintaining a commitment to
encourage participation in the planning process and keeping a level playing field between
appellants and applicants. After surveying a number of area cities staff recommends
setting the appeal fees for both planning permits and noise variances at $465, which is the
median comparable fee charged by the cities of Beverly Hills, Burbank, Culver City, EI

Segundo, Glendale, Long Beach, Manhattan Beach, Pasadena, Redondo Beach and West
Hollywood
Conceptual Approval of Parking Citation Fines and Penalties
As mentioned in the staff report on January 14, 2003, parking citation fines and penalties
were last adjusted in 1993. Parking enforcement personnel issue over 50 different types of
violations, 30 of which are issued under the Santa Monica Municipal Code (SMMC). The
City sets the fine and penalty amounts for these 30 violations. Approximately 97% of the
violations cited under the Code in 2001 were for parking meter violations, street cleaning
violations, and preferential parking violations, disobeying posted regulations and parking in
a red zone.

Increasing fines and penalties to the higher levels observed in surrounding cities would
result in increased revenue and may enhance compliance with parking regulations. Staff

recommends approval in concept of fines not to exceed the highest charged in surrounding
cities and related increases to associated penalties. Final action on the fines and penalties
will be submitted to Council in June at budget adoption.

A summary review of all funds is at Exhibit A. With respect to the General Fund, the
changes included in the Mid-Year Review report are summarized below:

Budget changes recommended at this time are outlined in Exhibits E and F. Revenue
adjustments will more accurately reflect grant and other revenues the City will receive
during the fiscal year.
Personnel Actions
Included at Exhibit 11 is a resolution establishing new classifications and adopting salary
rates for various positions. These salary changes result from an analysis of similar
positions in comparable cities and internal equity factors. The cost of these changes will
be absorbed in the existing budget.
At Exhibit 12 is a listing of position changes and classifications that have been reviewed
and approved by the City Manager and the Director of Human Resources and require
approval by Council in order to be incorporated into the FY 2002/03 City budget. No
appropriation is required, at this time, to implement these changes.
Departmental Program Performance Review
All FY 2002/03 performance measures and objectives have been reviewed. With the
exception of those listed at Exhibit J1 and J2, collaborative and departmental work
objectives and performance measures are largely realizable.

Capital Improvement Projects (CIP) Review
A CIP Status report as of December 31,2002 accompanies this staff report. It presents
information on project implementation, financial status, management responsibility and
changes in the scope or cost of project work authorized. All projects authorized in the FY
2002/03 revised budget are listed, as well as those projects from prior years, which were
not completed by June 30, 2002.
Recommendations
It is recommended that
1) City Council, Housing Authority and Redevelopment Agency approve the budget
changes detailed in Exhibits E and F,
2) City Council adopt a Resolution establishing various classifications and salary rates
for various positions (Exhibit 11) and approve the Position and Classification
Changes (Exhibit 12),
3) City Council adopt a Resolution increasing parking meter rates (Exhibit G1) and
introduce an ordinance for first reading establishing various parking meter zones
and amending the Santa Monica Municipal Code (Exhibit G2),
4) City Council adopt a Resolution approving changes in planning fees (Exhibit H),
5) City Council conceptually approve parking citation fine and penalty increases, and
6) Parking Authority adopt a Resolution increasing parking meter rates (Exhibit G3).

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
AMENDING THE SANTA MONICA MUNICIPAL CODE RELATING
TO PARKING METER ZONES
WHEREAS, the City Council of the City of Santa Monica is interested in
establishing on-street parking zones to reflect different levels of parking demand,
especially visitor parking demand in different areas of the City; and
WHEREAS, the beach and the downtown have the highest concentration
of visitor serving uses and highest levels of parking occupancy; and
WHEREAS, the beach and downtown have significant off-street parking
resources and are well served by transit services; and, adjacent to the Beach
and in the downtown for the purposes of setting parking meter rates and hours
and implementing coastal parking policies and recommendations; and
WHEREAS, the City Council of the City of Santa Monica may wish to
charge different parking meter rates in the beach and downtown from those
charged elsewhere in the City of Santa Monica,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES HEREBY ORDAIN AS FOLLOWS:
SECTION 1 Santa Monica Municipal Code Section 3.16.180 is hereby
amended to read as follows:
SECTION 3.16.180 Parking Meter Zone "A:"
(a) The following named and described streets or portions of
streets within the City shall constitute Zone "A":
(1) All streets lying west of Lincoln Boulevard to the 'Nest City
Limit from Colorado Boule'.'ard to the north City Limits, and all streets 'Nest
of Lincoln Boule'.'ard and east of Ocean Avenue and Neilson 'Nay
bert./een Colorado Boulevard and the South City Limits and all streets
lying north of Santo Monico Boulevard between the east and 'Nest City
Limits, including both sides of the boundary streets. Ocean
Avenue/Barnard Way to the west City Limit from the north City Limits to
the south City Limits, inclusive of both sides of Ocean Avenue/Barnard
Way, and all streets south of Wilshire Boulevard, west of Lincoln
Boulevard and north of Colorado Boulevard, including both sides of
Wilshire Boulevard and Colorado Boulevard.
(2) J\II side stroets intersecting Santo Monico Boulevard from that
intersection to a point '.vhere commercially zoned parcels end.
(3) Ocean Park Boulevard between 25th Stroet and Centinela Avenue
and all streets intersecting Ocean Park Boulevard from that intersection to
a point where commercially zoned parcels end.
(4) Both sides of 28th Street and 31st Stroet south of Ocean Park
Boulevard.
(b) Parking rates for parking a vehicle in a designated space in
parking meter zone "A" shall be set by resolution of the City Council of the
City of Santa Monica.
(c) Parking meters shall be operated in Zone "A" at such times
and hours as posted by the Planning and Community Development
Department.
SECTION 2. Santa Monica Municipal Code Section 3.16.190 is hereby
amended to read as follows:

any court of any competent jurisdiction, such decision shall not affect the validity
of the remaining portions of the ordinance, The City Council hereby declares that
it would have passed this ordinance, and each and every subsection, sentence,
clause, or phrase not declared invalid or unconstitutional without regard to
whether any portion of the ordinance would be subsequently declared invalid or
unconstitutional.

INTRODUCTION
This report recommends that the City Council approve in concept a parking meter rate
increase to $0.75 per hour and $1 per hour and installation of new parking meters in
several locations. Following this conceptual approval, staff would develop an
implementation plan and initiate procurement of required technology. The City Council
would then have the opportunity to approve the rate increase and award a bid for the
purchase of meter technology at the last meeting in February in conjunction with the mid-
year budget review.
BACKGROUND
The City staff is developing recommendations to address a structural deficit projected for
its operating budget. One revenue measure available to the Council is increased meter
fees. Meter fees in the City are lower than for comparable areas in adjacent cities and
the level of the fees charged is at the discretion of the City Council. The City has not
raised parking rates overall since 1991, and, in most places, hourly parking rates are
lower than a one-way bus fare.

In conjunction with the rate increase, staff proposes to modernize the parking meter
system by replacing mechanical meters with electronic meters that can accept stored
value cards for payments, to install meters at a number of currently unmetered locations
where parking serves commercial and institutional uses and is in high demand I and to
eliminate the need for the on-street meter permit program (and reduce administrative
costs as detailed below).
DISCUSSION
Currently Santa Monica's parking meter rates ($.50 per hour and $.35 per hour in most
locations) are lower than in surrounding communities

Santa Monica last increased meter rates overall in 1991, eleven years ago If the
Council chooses to pursue a parking rate increase, staff recommends that Downtown

parking and parking adjacent to the coast be set at $ per hour and the rate for other
areas of the City be set at $.75 per hour. Staff estimates that approximately $3 million in
additional revenue would be collected from meters on an annualized basis if this rate
structure were adopted by the City Council. Proceeds of meter rates increased to $1 per
hour in the Downtown (estimated at $950,000 annually) have been considered by the
Downtown Parking Task Force and the Council as one of several funding sources for
proposed downtown parking improvements.
Staff recommends the replacement of all mechanical mechanisms with electronic meters
in conjunction with the rate increase. The City's mechanical meters are very old and due
for replacement based on age. New meters could be installed with updated rates,
thereby avoiding costs of modifying each of 6,000 existing mechanisms. Several types
of electronic meters have been tested in the City, and they have proven to be more
reliable and effective than mechanical meters. In addition, because they can accept
stored value cards, electronic meters are more convenient and provide a higher level of
service for users.
The new meters would allow for a phase out of the on-street meter program, a permit
program established to allow long-term daily parkers a non-coin payment alternative
before stored-value cards were available, Elimination of this program would save staff
time currently allocated to processing 5,000 permit requests per year and also increase
access to long-term meters,

The one-time cost for mechanism replacement, signs and meter modifications is
estimated at $2,450,000. The additional annual cost for Treasury Division collection
activities is estimated at $45,000. The revenue generated is estimated at $1,500,000 in
FY '04 and $3,000,000 annually thereafter.

commercially zoned uses near the intersections of streets with Wilshire Boulevard or
Santa Monica Boulevard, and near Santa Monica College and John Adams Middle
School on Pearl Street and 16th Street. Approximately 360 meters could be installed in
these locations at a cost of $340,000. They could be expected to generate revenue of
$170,000 in FY '04 and $340,000 annually thereafter.
At this time staff seeks direction on whether Council is willing to consider a meter rate
increase so that staff can proceed with an implementation program, including
procurement of signs and electronic mechanisms. Complete change-out of meters is
expected to take three to eight months following delivery of the equipment If Council
approves this recommendation, staff will develop specifications for equipment and
installation and solicit bids, With this preliminary work completed, City Council could
award contracts for equipment and installation shortly after adopting any ordinance and
resolution implementing an increase in February '03

BUDGET/FISCAL IMPACT
This item directs staff to proceed to solicit input from the community and initiate the
procurement process The decision to implement a rate increase will be considered on
February 23,2002,
RECOMMENDATIONS
Staff recommends that the City Council'
1 Approve in concept the increase in parking meter rates to $1 per hour and $.75 per
hour.
2. Direct staff to solicit input from business and community groups on the proposed rate
increase and meter modernization program by making presentations for interested
groups at their regular meetings.
3 Direct staff to initiate procurement of signs and mechanisms required to implement a
rate increase.
4 Direct staff to initiate procurement of new meters for approximately 360 new spaces
adjacent to commercial uses on side streets that intersect Santa Monica Boulevard
and Wilshire Boulevard and on Pearl Street and 16th Street adjacent to Santa Monica
College and/or John Adams Middle School.
