SR-205-003 (20) Purch:DH:RAH:F\FINANCE\PURCH\STFRPTS\SRBD2795.DOC Council Meeting: January 9, 2001 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Recommendation to Award Bid to Furnish and Deliver Two Conventional Pickup Trucks with Bin Lifts, Bid #2795 Introduction This report recommends award of bid to furnish and deliver two conventional pickup trucks with bin lifts for the Solid Waste Management Division, Environmental & Public Works Management Department, in the total amount of $50,877.50, including applicable sales tax. Background The gasoline-powered pickup trucks will be used by Solid Waste Management personnel for pulling trash containers out of subterranean garages with steep inclines, driveways and narrow walkways and other heavy duty tasks. They will replace a 1989 and a 1991 Jeep refuse bin truck, which are no longer cost effective to maintain and are part of the Vehicle Replacement Program. In response to published Notices Inviting Bids (published June 29 and July 2, 2000) in accordance with City specifications, bids were received and publicly opened and read on November 28, 2000. Proposal forms were mailed to fifteen vendors and notices were advertised in accordance with City Charter and Municipal Code provisions. Proposal forms requested vendors for quotation on six fuel sources, including CNG. Three - 1 - proposals were received as follows: VENDOR AMOUNT Crown Dodge $49,782.01 Claude Short Dodge $50,877.50 Wondries Fleet Group $56,073.50 Crown Dodge quoted Dodge Ram 1500 trucks, which are too large for the working environment of the intended use. The specified smaller truck size is not available in alternative fuel and the larger CNG trucks will not fit in the subterranean parking garages. There is no California Air Resources Board (CARB) approved conversion kit available for these trucks at this time, and there is no estimate of when a CARB approved conversion kit will be available to convert the trucks to CNG. The purchase of the gasoline-powered pickup trucks proposed by Claude Short Dodge meets City specifications and is consistent with the Citys reduced emissions fuel policy. = Budget/Financial Impact Budget authority for this purchase is in the Capital Improvement Budget account number C54016700.589000, Fleet Vehicle Replacement Program.
