SUBJECT: Recommendation to Award Bid for One Baler-Recycling
proJect. Bid ~o. 1642
Introduction
This report concerns award of bid for one cardboard paper baler for
City's recycling program in the total arrount of ~46,88l.36 including
applicable sales tax. Funds for this purchase have been budgeted
in account number 27-500-443-000-801.
Background
In response to published Notice Inviting Bids to furnish and
deliver a cardboard paper baler in accordance with City specifications,
bids were received and publicly opened and read on August 25, 1981.
Proposal forms were mailed to thirteen dealers and notices were
advertised ~n accordance with City Charter and Municipal Code
provisions. Five proposals were received as noted on the attached
schedule. A report from Hr. Neil Hiller, Hr. Robert Hiller and
rlS Karen Rathbun regarding the evaluation of the machinery offered
under this bid is attached.
Recommendation
It is recommended that the award be made to Ca1-Quip Co., Los
Angeles, CA. in the total amount of $46,881.36, including tax,
as the lowest and best bidder.

Of the five vendors, two were elimlnated from consideration:
1. Mitchell-Peterson (Balwel)--Price exceeds Project
allocation.
2. G.O. Management (Internatlonal Baler)--At least two
recycling operations in California are suing International
Baler for seriously defective equipment and failure to provide
timely warranty service. Staff requested the Sales Represen-
tative to set-up a tour of an existlng baler installation.
The sales Representative never responded to the request.

Of the remaining vendors, the Cal Quip (KMF 4343 baler) most closely meets
the requ1rements of Santa Mon1ca's program. Following 1S a discuss10n of the
rationale for choos1ng KMF baler over the other vendors.
DRY BULK - ECONOMY BALER
1. Bid specifications are not met by th1S equipment. It produces 900 pound
bales 1nstead of 1300 - 1700 pound bales, wh1ch our research 1ndicates is
a more saleable bale; 62,200 platten pressure instead of 90,000; a 7" bore
cylinder 1nstead of 8".
2. There are no automatic shut down or automatic cycling ~echan1s~s. All
cycl1ng and bale complet1on funct10ns must be determ1ned by the operator.
For the proJected volume of Santa r-1onica's program, the manual operatlOns
may prove to be too time consum1ng.
3. In order to have automat1c shut down and automatic cycling, a more expen-
Slve model is required. The Sales Representative quoted an additional
$2,500. The automat1c model requ1res a hopper w1th an electron1c eye.
The Sales Representative indicated the addition of a hopper with automatic
controls would not be optimum unless a conveyor was added. The hopper
stands 7' 3" tall mak1ng 1t very difficult to hand load the baler. Due
to space llmitations and the additional malntenance problems assoc1ated
with conveyors, a dec1s1on was reached to purchase a baler that did not
require a conveyor. Therefore, the bld did not 1nclude spec1f1cations
for a conveyor.
4. The most slgnificant problem with th1S model is the hopper size. It is
50" long x 28" \'Ilde. Large cardboard boxes would have to be broken up
before being put 1nto the baler. This would be a time-consuming operat1on.
A visit to Seaboard Envelopeln Los Angeles de~onstrated how the hopper
Slze would be a hinderance. The hopper chamber is too small to easily
handle the wide variety of material we will be recovering. In additlon,
th1S operat1on handled only 1 to 2 tons per day. We anticipate recovering
5 to 9 tons per day when the program gets into full sW1ng.
CERTIFIED - SHEL-PAK BALER
1. This equ1pment meets most of the basic bid specif1cations. However, the
hopper height 1S 6' tall which necessitates use of a conveyor in order to
place material into the hopper.
2. Three businesses ownlng th1S baler were contacted: one near Fresno, and
2 in Oregon. All were happy with the performance of the baler. However,
these lnstallat10ns were handllng only 1 to 2 tons per day. None of the
installations were handl1ng the 4 to 9 ton volume expected for Santa Mon1ca's
program. Therefore. an evaluat10n of how this baler holds up to a much
greater volume cannot be made.

CAL QUIP - KMF 4343
1. All specifications on the KMF fulfilled the bid requirements. In addltion,
lt has an electronic eye for automatic cycling and an automatic shut down
mode.
2. The hopper Slze, 60" x 42" wlde, is the largest of all three. A visit to
Orange County Foods demonstrated an operatlon very similar to Santa Monica's.
Large cardboard boxes were easlly handled and the hopper height (4') made
lt very compatible for hand sorting.
3. Three owners of this baler were contacted. All were pleased with the
serVlce. All lnstallations recover large amounts of cardboard or paper,
between 4 and 10 tons per day. None of the other competing vendors had
machines operating continuously at such hlgh production.
4. Valley Recycling in Chattsworth has the KMF 4343. They recover up to 10
tons per day. They have contracted with Cal QU1P for additional balers
for other recycling centers.
We feel the KMF 4343 baler wlll serve the long term needs of Santa Monica's
program. It has proven capacity to handle large scale operations and has a
reliable service and maintenance record. The deslgn of the hopper is large-
enough to handle the materials we wlll be recovering.
