Background In response to published Notices Inviting Bids (published May 15 and 18, 1992) to furnish and deliver one (1) new and unused runway/taxiway sweeper in accordance with city specifications, bids were received and publicly opened and read on June 8, 1992. Proposal forms were mailed to six vendors and notices were advertised in accordance with city Charter and Municipal Code provisions. One proposal was received as follows: PROPANE GASOLINE COMPRESSED NATURAL GAS Edward R. Bacon Co. $26,461.11 $25,258.33 $26,461.11 6~6 - 1 - JUt 2 S; 1992 The "no bid" vendors were contacted and four stated they could not meet city specifications. One bidder, who is a manufacturer, had their local dealer bid, which is the low bid. This runway sweeper will replace a 1966 runway sweeper which has become inoperable and replacement parts are no longer available. The runway sweeper is needed immediately to ensure the taxiways and runways are clear of debris for safe aircraft operations. We propose to purchase a propane fueled vehicle because the City has propane fueling capability at the Airport. staff has evaluated the bid submitted by Edward R. Bacon Co. for the propane sweeper and finds that it meets city specifications. BUdget/Financial Impact Fiscal Year 1992/93 appropriation authority for this purchase is in the Capital Improvement Program budget General Government Category, account number 33-710-631-20091-8900-99037, "Airs ide Improvement Program." Recommendation It is recommended that the award of Bid #2413 be made to Edward R. Bacon Co. in the total amount of $26,461.11, including applicable sales tax, as the lowest and best bidder.
