SR 07-25-1989 6O .... . . 2-tJS-~ Po173 PURCH:EOB:PW:klc Council Meeting: July 25, 1989 Santa Monica, California "--0 JUL 25 1989 TO: Mayor and city council FROM: city staff SUBJECT: Recommendation to Award Bid to Furnish and Deliver Janitorial Supplies, Bid #2229 INTRODUCTION This report concerns award of bid to furnish and deliver janitorial supplies at specified unit prices, plus applicable sales tax, for a one-year period. BACKGROUND In response to published Notices Inviting Bids (published May 10 and 11, 1989) to furnish and deliver janitorial supplies in accordance with city specifications, bids were received and publicly opened and read on June 1, 1989. Proposal forms were mailed to twenty (20) vendors and notices were advertised in accordance with city Charter and Municipal Code provisions. Three proposals were received as follows: cost of a representative array of janitorial/cleaning supplies: B & L Mastercare Corp. (WMBE) $30,171.69 waxie's Enterprise, Inc. $31,738.11 Calar Systems $32,442.80 The items covered by this bid include various types and sizes of cleaning and janitorial supplies. Twenty-five of the cleaning products of B & L Mastercare were substitutions to the City specifications. The bid specifications required that all ,,-() JUl 2 5 1989 .lIP. substitute produc~ be submitted for evalu"on and approval prior to the bid opening date. B & L Mastercare did not submit any of the products nor any information that would allow the staff to evaluate the quality of the products to determine whether the products substituted in their bid are equivalent to the specifications. B & L Mastercare was contacted on July 12, 1989 and agreed to submit sample products for approval, but have failed to do so. The bid submi tted by waxie I s Enterprise meets the city specifications. Therefore, staff recommends that the bid be awarded to Waxie I s Enterprises, Inc. as the lowest and best bidder. BUDGETARY/FINANCIAL IMPACT Fiscal Year 1989/90 appropriation authority for this purchase is in the maintenance accounts of various departments. As the materials are drawn out of inventory, they will be expensed against available FY 1989/90 appropriation authority. RECOMMENDATION staff recommends rejection of the low bid from B & L Mastercare due to failure to meet specifications. It is recommended that the award of Bid #2229 be made to Waxie I S Enterprise, Inc. at specified unit prices, plus applicable sales tax, as the lowest and best bidder. Prepared By: E. o.
