SUBJECT: Recommendation to Award Bid to Furnish and Install a
30-Cubic Yard Capacity Automated Refuse Body, Bid #2254
Introduction
This report concerns award of bid to furnish and install a
30-cubic yard capacity automated refuse body for the Solid Waste
Management Division, General Services Department, in the total
amount of $63,378.15, including applicable sales tax.
Background
In response to published Notices Inviting Bids (published
september 26 and 27, 1989) to furnish and install a 30-cubic yard
capacity automated refuse body in accordance with City specifi-
cations, bids were received and publicly opened and read on
October 26, 1989. proposal forms were mailed to twelve vendors
and notices were advertised in accordance with City Charter and
Municipal Code provisions.

This body is purchased as a part of the city'S on-going refuse
vehicle replacement program. The City specifications were
designed to provide the city with efficient, long lasting, low
maintenance vehicles. The body specifications were compiled by a
special research team that physically observed and questioned
several municipalities. The final factors were ease of
operation, efficient operation, durability of equipment, and ease
of maintenance.
The body was designed to ensure that neither an operator or a
mechanic is required to enter any part of the contaminated
garbage area of the body to perform maintenance functions. This
eliminates a health and safety problem that is common to most
refuse collection vehicles.
The bids submitted by Ray Gaskin service and Wayne Engineering
Corp. are not responsive because they did not meet body
specifications. staff has evaluated the bid submitted by Refuse
Trucks, Inc. and finds that it meets City specifications.

Budget/Financial Impact
Fiscal Year 1989/90 appropriation authority for this purchase is
in the Capital Improvement Program budget, General Government
Category, account number 27-710-441-20290-8914-99005, "Refuse
Vehicle Replacement."
Recommendation
staff recommends that the award of Bid #2254 be made to Refuse
Trucks, Inc. in the total amount of $63,378.15, including
applicable sales tax, as the lowest and best bidder.
