Background
The D1 rector of Flnance has responslbillty for the fall oW1ng
Treasury-rel ated functlons:
1) Authonze the establlshment, use and lnvestment of
var10US C1ty depos1t accounts;
2) S19n Clty warrants;
3) Ma1nta1n safe depos1t box;
Multlple slgnature authonty (l.e., D1rector of Flnance and Clty
Treasurer) lS necess1tated to continue normal operatlon and
ma1nta1n proper controls of the Clty'S funds.
Recommendatlon
Staff recommends that the accompanY1ng Resolutlon be adopted,
repeallng Resol ut10n Number 6082 and authorlZ1ng Thomas E. Morton
to perfor~ the above funct10ns and supersede the authorizatlon
prevlously asslgned to N1Ck Rlves effectlve Apr1l 2, 1982.

CITY OF SANTA MONICA AUTHORIZING THE ESTABLISHMENT~
USE AND INVESTMENT OF ONE OR MORE DEPOSIT ACCOUNTS
WITH CERTAIN BANKS AND SAVINGS AND LOAN ASSOCIATIONS;
AUTHORIZING FACSIMILE SIGNATURES BY THOMAS E. MORTON
AND KAY WATANABE; AND AUTHORIZING CERTAIN OFFICERS AND
EMPLOYEES TO ENTER SAFE DEPOSIT BOX "B" AT

accounts upon warrants and/or checks signed as provlded
hereIn wTth slgnatures du1y certlfied to sald banks by the
C1ty Clerk of the City of Santa MonIca, and sald banks are
hereby authorlzed to honor and pay any and all warrants
and/or checks slgned, lncludlng those drawn to the lndlvldual
order or any officer or other person authorIzed to s1gn the
same.
SECTION 4. That the Santa Mon1ca offlce of the
Santa Monlca Bank, First Interstate Bank, the Bank of AmerIca
Nat10nal Trust and SavIngs ASSoclat1on, as deSIgnated
depositor1es of the Clty, be and they, lnclud1ng their
correspondent banks, hereby are requested, authorIzed, and
d1rected to honor all checks, drafts, or other orders for the
payment of money drawn to the lndlvldual order of any person
or persons whose names appear thereon as signer or slgners
thereof, when bearIng or purportlng to bear the faCSImIle
Slgnatures of Thomas E. Morton and Kay Watanabe 1n 1 leu of
said person's manual signature; provlded that all prevlous
duthor1zations for the slgning and honoring of checks,
drafts, or other orders for the payment of money draw~ on
said banks by the CIty hereby are contlnued 1n full force and
effect as ampl 1fied hereby.

SECTION 5.
That the Clty of Santa Monlca, a
munlcipal corporatlon, has rented safe deposlt box ~B~ at the
Flrst Interstate Bank, and that Thomas E. Morton, Actlng
Dlrector of Flnance(Clty Controll er, or Kay Watanabe, Clty
Treasurer, JOlntly wlth J. L. W1lbur, Llcense and Permit
SuperVlsor, or Esmeralda Kelley, be and they are hereby
authorlzed to enter sald safe deposit box.
SECTION 6. The prOV1Slons of thlS Resolutlon shall
be effectlve Apr1l 2, 1982. Resolution Number 6082 (CCS) and
all other Resolutlons 1n conflict herewlth are repealed
effectlve Apr11 2, 1982.
SECTION 7.
The City Clerk shall certlfy to the
adoptlon of thlS Resolutlon, and thenceforth and thereafter
the same shall be 1n full force and effect.
