Introduct1on
Th1S report requests Council approval of the resolution author1zing appl1cat1on for
1980 Callforn1a Park1ands Bond Act allocat1ons to the C1ty of Santa Mon1ca and authorizat1on
of the C1ty Manager to slgn the applicatlon for the funds.
Background
The State has 1ndicated that 1t 1S perm1ssable for the C1ty to apply for Bond Act funds
w1thout a spec1f1c comm1tment to proJects. Th1S would enable the funds to be
encumbered 1n the State budget for the 1982-83 f1scal year.
The C1ty can then conslder the spec1f1c projects for these funds dur1ng the 1982-83
budget process

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA NONICA APPROVING THE APPLICATION FOR 1980
STATE GRANT MONIES FOR ACQUISITION &~ DEVELOPMENT
OF PARKS IN THE CITY OF SAi~TA MmnCA
w~AS, the people of the State of California have enacted the Cal~fornia
Park1ands Act of 1980, which provides funds to the State of California and ~ts
polit~cal subdivisions for acquiring lands and for developing facilities for
publ~c recreation and historical purposes; and
WHEREAS, the State Department of Parks and Recreation has been delegated the
responsibility for the administration of the program with1n the State, setting up
necessary procedures governing application by local agencies under the program; and
WHEREAS, said procedures established by the State Department of Parks and
Recreation require the applicant to cert~fy by resolut~on the approval of applications
pr~or to submiss10n of sa1d appl1cations to the State; and
WHEREAS. the applicant agency w1l1 enter lnto an agreement with the State of
California for the acquisit10n and/or development of the proJect.
NOW. THEREFORE. the City Counc11 of the City of Santa Monica does resolve
as follows:
SECTION 1. The filing of the attached app11cation for 1980 state grant
ass1stance for acqU1sit1on and development of parks 1n the City of Santa ~onica
is hereby approved.
SECTION 2. The City Council cert1fies that the Ciey understands the
assurances and cert1fication 1n the application.
SECTION 3. The C1ty Council certifies that the City has or will have sufficient
funds to operate and maintain the proJect.
SECTION 4. The City Council certifies that the City has reviewed and
understands the General Provisions contalned 1n the state/local agreement.

SECTION S. The City ~anager is appointed as agent of the City to conduct
all negotiat1ons, execute and submit all documents includlng but not limlted
to appl1cat1ons, agreements, amendments, payment requests, and 50 on which may
be necessary for the complet1on of the aforementioned project.
SECTION 6. The Clty Clerk shall certify to the adoptlon of thlS resolutlon
and thenceforth and thereafter the same shall be 1n full force and effect.

It IS with great pleasure that the Agency Members have
asked me to inform you and the Members of the City
Council that on this date the Agency purchased $172,050.00
of its Tax Allocation Bond Issue (total $1,415,000).
An offer to purchase at 93 from Blyth and Company,
Inc., was accepted by the Agency which results in the
savings of approximately $6,191.50.
This purchase of a portion of the Tax Allocation
Bond Issue is two years ahead of the projected
schedule. It is also interesting to note that
this is the first Redevelopment Agency in the State
of California to purchase any or all of its Tax
Allocation Bonds.

~HEREAS, the Redevelopment Agency of the CIty of Santa Monica, California,
(the Agency) pursuant to Agency Resolution No. 203 issued bonds to finance a
portion of the cost of the redevelopment project known as Ocean Park project
No. 1 (a) j and
RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY
OF SANTA MONICA, CALIFORNIA, AUTHORIZING THE PURCHASE
Of OUTSTANDING BONDS IN ACCORDANCE WITH SECTION 19
OF AGENCY RESOLUTION NO. 203 WITH REGARD TO THE REDE-
VELOPMENT PROJECT KNOWN AS OCEAN PARK PROJECT NO. l{a).
WHEREAS, Section 19 of Agency Resolution No. 203 permits the Agency to
purchase at this time all or a portion of such bonds wLth moneys in the Special
Fund (as that fund is defined and established by Agency Resolution No. 203); and
WHEREAS, Section 15 of Agency Resolution NO. 203 provides that moneys in
the Reserve Fund (as that fund is defined and establIshed by Agency Resolution
No. 203) may be used and withdrawn for the purpose of paying for the purchase
of outstanding bonds in accordance with the provisions of Section 19 of Agency
Resolution No. 203; provided, however, that the only moneys in the Reserve Fund
whIch shall be used for that such purpose shall be moneys in such Reserve Fund
which are from time to time in exceSS of the minimum Reserve Fund balance as
defined in Section 15 of Agency Resolution No. 203; and
WHEREAS, in addition, Section 19 of Agency Resolution No. 203 provides
that any such purchases shall be made only with the portion of the balance of
the Special Fund which is in excess of the amount of interest due or to became
due on the next following April 1st or October 1st as the case may be; and
WHEREAS, Section 19 of Agency Resolution No. 203 further provides that
any such purchases shall be made only after all transfers from the Special
Fund to the Reserve Fund (as that fund is defined and established by Agency
Resolution No. 203) have been made as required by Section 15 of Agency
Resolution No. 203.
NOW, THEREFORE, the Redevelopment Agency of the City of Santa Monica,
California does hereby Resolve, Determine, and Order as follows:
Section 1. The Agency hereby further determines that the

SUBJECT: Investment Return on Temporary Loans
Pursuant to the request of Councilman Sorensen, the administration has
investigated the possibility of temporary loans under SectlOu 53858 of the
Government Code and the investment of the proceeds in order to take advantage
of the interest spread between the cost of such borrowed funds and the return
to the City on the investment. We can apparently borrow up to $11,000,000
and realize a net return of about $75, 000 during the 1966- 67 flscal year.

The two objections which are most often raised to such a proposal are represented
by those who state ~~t:
1. The use of municipal credit for such purpose would in future years
Jeopardize the tax-exempt status of public borrowing.
2. Such public borrowing (for investment purposes) would tend to be
reflected in a higher future cost of local, long-term securities.
I would suppose that both arguments could be resolved by a businesslike
attitude in that such money handling practices in a private corporation would
meet with widespread support and approval. It is, in fact, good business. The
issue of retention of tax-exempt status for municipal securities has been a bone
of contention for a great many years. Many agencies have used public securities
for the purchase and construction of industrial facilities m order to improve

the local industrial tax base (all with tax-exempt funds). Although many financial
experts have objected to this practice. it has not as yet affected the status of
municipal securities nOr has it resulted in any substantial reduction in such
practices.
The obJections are philosophical and are supported in most conservative financial
circle s. However, we are inclined to doubt that such objections are sufficient to
forego an additional income of about $75,000.

Dear Sirs:
The following is a report of the Committee appointed by
the Santa Monica Bay District Realty Board for the p~rpose of
studying the proposed bond-issue. These reoommendations re-
flect the majority of opinion of the three committee members.
At the next regular meeting of the Board of heal tors on
Thursday. April 22. 1948, the ~oard membership will go on re-
cord on the bond-issue subject. and of whioh. you will be not-
i fied.
Committee Recommendations
1. SEWER BONDS. This iasue is one that should be definitely
approved and sho~ld receive full voter a~pport.
2. WATER B01~S. The Oharnock .61ls line undoubtedly should be
replaced, also the other items c81lad for in this issne,
with the exception of the San Vicente heservoir are recom-
mended. The committee feels that the very high differential
in the cost of the San Vicente reservoir is not justified.
hence the issue should be modi~ied to exclude this portion.
z. REC~EATION BONDS. Opinion here is that this issue should be
largely scaled down. the tennis courts should have approval,
also. that in lie~ of the two proposed swimming pools, that
reconsideration be given to the former program providing for
an ollt-door swimming pool 0.11 the publicly owned landS north
of the munioipal pier.
4. CITY YARDS. Majority opinion in this issae recommends the
continuanoe of the present City Yards and not make the large
expenditares as indicated for the proposed improvements at

The o~ficers and members of the ~oard of Directors of the
Santa Monica Bay District Realty Board have been advised of a
letter written to the Oity Cowocil by one o~ onr members, Mr.
Carl Henderson, in which be opposes the furtherance of any act-
ion on the sewer, water, and garbage disposal projects except
for necessary maintenance only.
The Bos:rd of Realtors of this 01 ty have an appointed com-
mittee whioh is st~dying this problem, and as yet, they have
s~bmit~ed ne recommendations for the Boards' consideration. Mr.
Henderson happens to be on this oommittee.
~o avoid any possible confusion on this isane, 1 have been
instructed to write the City Council that Mr. Hendersofis' opinion
is not necessarily the considered opinion of the Eoard of Realtors.
Ris views, which were stated in his letter mnst, therefore, be
taken solely as that of a private individaal and not related to
the forthcoming action, or stand o~ the Santa Monica Bay District
He al ty .Board.
