SUBJECT: Recommendatlon to Transfer $20,000 ln V~tale-Gilp~n Funds
from the Ocean Park Communlty Center Shelter Capl.tal
Project to the OPCC Shelter Project Cowmun~ty Services Grant.
Introduction
ThlS report transmits a request to transfer Vltale-Gllpln Funds
from a capltal project for the Ocean Park Communlty Center Homeless
Shelter to the OPCC Community SerVlces grant for operation of the
shelter.
Background
On June 28, 1983, the Clty Council approved $59,567 ln Vltale-Gllpln
funds for the Ocean Park Communlty Center Homeless Shelter. ThlS
was incorporated lnto the Community Development program adm~nistered
by the Department of Community and EconomlC Development. ThlS
allocation was dlVlded into two specific grants: 1) $39,567 for
a Community Service grant to support general operating expenses of
the shelter for 1983-84: and 2} $20,000 for a capltal project to
lnstall a sprinkler system as requlred by the City. Addltlonally,
Council instructed staff to ensure in the word~ng of the Agreement
for the capltal project that "capltal projects beneflt the shelter
only or other non-sectar~an use ~n the future."

Slnce Council action, Clty staff has worked closely wlth Ocean
Park Community Center to draft a prov~slon that would be accePtablec;_~

to all partles lnvolved. Glven the legal complexlty of the issue
of sectarlan/non sectarian uses and the uncertalnty as to the length
of tl~e the shelter will.be ln operation, City staff has concluded
that the allocation of Clty funds for this purpose wlll substantlally
delay the operatlon of the shelter wh1le thlS issue 1S belng resolved.
A reVlew of the flnancial resources available for the entlre Homeless
proJect lndlcates that OPCC can obtaln adequate funds for the capltal
proJect from private sources lf the City increased its operatlng
grant by $20,000 for the 1983-84 flscal year only, thus a1lowlng
the shelter to meet Clty flre code requlrements and also keep its
operatlon open as planned.
Budgetary/Flnancial Impact
This recomrnendatlon does not result ln an lncrease In approprlations
or allocations for the Communlty Development Program. It merely
constltutes a transfer of prevlous1y appropriated and allocated funds
from one project to another ln account 19-200-262-517-600.
Recommendation
Clty staff recommends that the Clty Councll approve the transfer of
$20,000 ln Vltale-Gilpin funds from the Ocean Park Community Center
Shelter capital proJect to the Shelter's Communlty SerVlce grant,
thus lncreaslng that grant from $39,567 to $59,567 and ellminatlng
the capltal proJect from the 1983-84 Communlty Development Program.
