Background Councll at the May 8~ 1979 meeting voted 4-2 to approve the renovation of the Douglas Park lawn bowling green. The transfer of money requlres flve votes of the Clty Councll. The existing bowling green is over 25 years old. The s011 profile built up over the years is impedlng good drainage and root penetratlon. The Seaside Bent now on the green is highly susceptible to fungus disease, a factor presently increaslng malntancne costs and decreaslng the quality of play. Replacement of the green wlth hybrid bermuda grass would minimize the instance of fungus, ~educe malntenance costs, and maximlze use and qual1ty of play. Blds for the Bowllng Green renovation were opened in the Council Chambers after 3:00 p.m.. Monday. April 9, 1979, and read publ1Cly by the Assistant City Clerk. Plans and speciflcatlons were lssued to nlne contractors. Only one bld was received which was from Ryco Construction, Inc.. in the amount of $52.225. The City Engineer1s estimate was $42,000. Most contractors have all the work they can handle at this time. 2. ThlS project is a specialized one that most contractors are not famlliar with. 3. Federal funds are being used. which increases paper work and red tape. 4. Only one bid was submitted. 5. The real inflatlon factor was not fully taken lnto conslderation 1n the estimate, particularly the cost of hauling and excavation. City staff met with the low bidder to dlSCUSS areas where the costs of the project might be reduced. Allowing the contractor to dispose of the excavated soil at the future Clover Park site would reduce the cost by $3,278. El1minating the planting and maintenance would reduce the cost an additlonal $2,769. This work would have to be done by the Clty. The Lawn Bowling Club has agreed to pay for the planting. Alternatives 1. Council may approve the transfer of funds as requested, $4,000 from the Recreation Tax Fund to Account No. 0511-920. 2. Councll may disapprove the transfer. 3. Council may take no action. Reconmendation Staff recommends that Council approve th~ transfer of $4.000 from the Recreation Unit Tax Fund to Account No. 0511-920 for the purpose of renovating the Douglas Park lawn bowling green.
