Transfer and approprlation of funds for the ccrrpletlon
of the palisades Park Bluff Fence
Introouctlon
This report requests the transfer and appropriation of funds fran two sources
to carplete the installation of the Pallsades Park Bluff Fence.
Background
In F1Scal Year 1982-83, Council approved the illstallatlon of approxl.Illately
6,000 lineal feet of concrete rall fenclng along the bluff in Palisades Park
(Cap1tal ProJect 01-400-511-000-901 in the amount of $164,290). ThlS proJect
was financed by funds fran the laura A. Eillerbeck bequest. An additional
$87,000 was appropr1ated fran General Fund Capltal ProJect Reserves during FY

proJect is neM 95% corrplete. An addltlonal $'14,500 1S required to flllish the
proJect. Durlng lnstallatlon, the fence was realigned In many areas to con-
form to the edge of the bluff. nus real1gnment increased the lineal footage
of fence required by 350 feet over the orlginal estJ.Iffite.
To carplete the last 350 feet of fence, staff proposes to use RObertl-Z I Berg
Grant FunCls ill the amount of $4, 981, Which the State Department of Parks and

funds lS contlngent up:m rratching funds provided by the Clty In a rm.ru..murn
ammt of $1,660. Staff proposes to transfer $9,600 from the Purchasing Ware-
house roof proJect Wtuch came In under its budget to serve as the match and to
meet the total cost of the proJect.
RObertl-Z I Berg Grant Funds are recel ved each year. 'The anount is determined
by the State on a per caplta basis. They have lndlcated that Pallsades Park
fenclng is a satlsfactory use of Roberti Z' Berg funds.
Reccmnendatlon
It is reccmnended that Clty Councll:
1. Increase appropriation authorlty for Capital ProJect 01-400-511-000-
919 by $ 14,500.
2. Decrease approprlatlon authority for Capital Project 01-100-242-000-
901 by $9,600.
3. EstabllSh a Roberti-Z 'Berg Grant Revenue Account ill the Miscellaneous
Grants Fund for $4,900 and an approprlatlon of $4,900 ln the Mlscellaneous
Grants Fund.
4. Approve an appropriatlon of ($4, 900) in the Interfund Transfer Dl vi-
sian to transfer the grant funds to the General Fund.
5. Authorlze a change order to Ryco Constructlon In the aJIDunt of
$14,500 to complete the fence lnstallation.
