INTRODUCTION
ThlS report recommends the transfer of funds that were previously appropriated
and approved in account no. 10-400-531-000-920 to account no. 10-400-531-000-950
for the purpose of purchaslng a replacement for the Rescue Boat Eng1ne and a
6-man inflatable boat to replace the Sk1ff.
Background
The eX1stlng eng1ne has been in the Harbor patrol boat Slnce 1t was purchased
in 1967. Slnce then lt has seen cont1nuous hard usage. At various times it
has been used as a lifeguard rescue boat and Harbor patrol boat. The eng1ne
has been rebu1lt tWlce durlng thls t1me.
The boat 1S used extensively dur1ng the summer months to rescue SWlmmers. tow
dlsabled boats and to patrol, keeping SWlmmers out of the Harbor area.
The Los Angeles County Lifeguards do have a boat asslgned to this area, but
only for eight hours or less per day. Quite frequently emergencies occur 1n
the Harbor before 9:00 a.m. or after 5:00 p.m., and in the wlnter there are
tlmes when there 15 no rescue craft available.
During one of the heavy w1nter storms when the waves were breaklng over the
lower deck the Harbor's work Sklff was covered by a large wave, only small
portlons were recovered from the beach. The lnflatable boat is to replace the
skiff lost during the storm.

Recommendation
Staff recommends the transfer of $5,531 from account no. 10-400-531-000-920 to
account no. 10-400-531-000-950 for the purchase of a Chrysler "318" Manne
engine ($3,339) for the rescue boat. The Harbor Oivlsion will 1nstall the
engine and make all necessary adaptatlons. Staff also recommends transfer of
funds and purchase of a 6-man inflatable boat ($2,192) to replace the sk1ff.
