A Resolution Restrlcting Unappropriated Fund Balances
as of June 30, 1980
INTRODUCTION
ThlS report requests Council to restrict Unappropr1ated Fund Balances
as of June 30, 1980 to comply wlth Proposition 4 (Gann Amendment).
BACKGROUND
Proposition 4 was passed by the voters in November, 1979 and places a
11mlt on a portlon of the Clty budget in 1980-81. If Unapproprlated Fund
Balance remalns in the General Fund at the end of the current fiscal year
the following results will occur:
1. The City would have to return the funds by lowering user fees
over two years or the State will reduce subventions to the
Cl ty.
2. The Clty loses lts dlscretion in the utllization of these funds.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA RESTRICTING AND
TRANSFERRING FUNDS FROM THE UNAPPROPRIATED
FUND BALANCE OF THE GENERAL FUND AS OF
JUNE 30, 1980
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SECTION 1. $6,000,000 in the General Fund 1S restricted as
future commltments for capital lmprovements.
SECTION 2. $600,000 is transferred from the General Fund to
the Self Insurance General Liabll1ty Fund for estimated future claims.
SECTION 3. The Clty Clerk shall certify to the adoption of
thlS resolution and thenceforth and thereafter the same shall be ln
full force and effect.

Fund Balances as of June 30, 1980, dependlng on Council action concern1ng
trash and water rates.
ALTERNATIVES
Alternatlve A is contingent on both water and trash rate proposals being
approved.
Alternatlve B is contingent on only the water rate proposal belng approved.
Alternative C lS approprlate if the old rate structure rema1ns unchanged.
