SR-202-002 (19) e e /I-P NOV 9 1982 CM : LCB: J a 1 C1ty Council Meetlng: November 9, ;ZpZ-Ob2- Santa Monica, Californla 1982 TO: Mayor and Clty Council FROM: city Staff RE: Reappropriatlon of Funds for Capital Improvements Projects Approved in Fiscal Year 1981-82 Introduct1on This report requests reapproprlation of funds for projects budgeted in 1981-82 WhlCh were not completed prlor to the end of the fiscal year. This request represents a procedure recommended by the Finance Director rather than any substant1ve change 1n the nature, cost or budget lmpact of proJects previously approved by the City Council. Background Due to the extensive range of capital improvements projects undertaken by the City, it is not uncommon for the process of design, bidding and construction of projects to run over from one fiscal year to the next. However, the only means by which funds are automatically encumbered and carried over from one year to the next is if an actual contract document has been executed. The projects 1n need of Council authorlzed reappropriatlon at th1S time were at earl1er stages in the implementation process at fiscal year-end. It is important to note that these reappropriatlons have no net budget impact. Estlmated ending fund balances which were 1 Il-j) NO\J S 1'382 e e used as the basis of the 1982-83 budget assumed full expend~ture of these proJect funds. As these expenditures did not occur, fund balances were increased by a like amount at the beginn~ng of the year. This recommended reappropr~ation act~on w~ll return the actual fund balance levels to amounts adopted by the Council as part of the budget. To avoid this s~tuat~on in the future, the annual budget adoption resolut1on w~ll be expanded to 1nclude reappropr~ation of funds for previously approved but unf1nished capital proJects. The following proJects fall in one of two categor1es-- 1) budgeted proJects awarded by Council prior to f~scal year-end: and 2) budgeted projects st1ll 1n planning process at year-end. 1) Budgeted ProJects Awarded py Council Pr~or to Year-End a) W1lshire Blvd. Reconstruct1on and 4th Street Storm Dra1n Approved June 29, 1982 Federal Aid to Urban General Fund Sewer Fund $1,192,284.30 190,715.70 110,000.00 $1,493,000.00 2 e b) Phase IV - Heatlng, Ventilation, Air Condltioning Modlfications in Maln Llbrary General Fund $90,000 c) Drilling, Casing, Developing Santa Monlca Well No. 7 Water Fund d) Equlpment at Santa Monica Wells No. 1 & 4 Water Fund e) Installation of Playground Equipment in Douglas Park General Fund Recreatlon Unit Tax f) Security Fence at Beach Maintenance Yard Beach Parklng Fund $89,886 $254,155 $29,616 8,000 $37,616 $6,500 3 e Approved June 22, 1982 Approved June 22, 1982 Approved June 22, 1982 Approved June 22, 1982 Approved June 22, 1982 #' e g) Heating, Venti1atlon, Air Conditloning Modiflcations to Pollee Department General Fund Capltal Improvements Fund $17,857.61 82,142.39 $100,00.00 h) Heating, Ventilation, Air Conditloning Modifications to Rent Control and Community and Econom1C Development General Fund $40,000 1) Construction of Mezzanine ln Planning General Fund $35,536 4 e Approved June 22, 1982 Approved June 22, 1982 Approved June 22, 1982 e e J) Securlty Gates at Stewart Street Park, Vlrginla Avenue Park and Beach Parking Lot Approved June 22, 1982 Recreation Unit Tax Beach Parking Fund $10,000 6,500 $16,500 Contracts on all of the above-mentioned proJects have Slnce been executed and work on all of them is underway. While ln prlor years, authorization, award of contract has been used as an encumbrance the new Flnance Dlrector feels it is better accountlng practlce to use the executed contract as the encumbrance authorlzation. 2) Budgeted ProJects Stl11 ln P1annlng Process at Year-End a) Beach Parking Lot Resurfacing Beach Parklng Fund $50,000 b) Upgrade Rlverla Reservoir Booster Capab111tles Water Fund $48,694 c) Audltorlum Doors Audltorium Fund $19,800 Proposed for award November 9, 1982 5 e e d) Safety Padding in Jail Cells General Fund $16,545 Awarded 9/28/82 e) Completion of Bus Purchases Transportation Fund $208,084 f) Comp1et1on of Police Department Remodellng Capltal Improvements Fund $190,310 Funds for completion of these prevlous1y budgeted proJects were put In reserve fund status at year end pendlng comp1etlon of blddlng and other plannlng requirements.
