Reappropriatlon of Funds for Capital Improvements
Projects Approved in Fiscal Year 1981-82
Introduct1on
This report requests reapproprlation of funds for projects
budgeted in 1981-82 WhlCh were not completed prlor to the end of
the fiscal year. This request represents a procedure recommended
by the Finance Director rather than any substant1ve change 1n the
nature, cost or budget lmpact of proJects previously approved by
the City Council.
Background
Due to the extensive range of capital improvements projects
undertaken by the City, it is not uncommon for the process of
design, bidding and construction of projects to run over from one
fiscal year to the next. However, the only means by which funds
are automatically encumbered and carried over from one year to
the next is if an actual contract document has been executed.
The projects 1n need of Council authorlzed reappropriatlon at
th1S time were at earl1er stages in the implementation process at
fiscal year-end.
It is important to note that these reappropriatlons have no
net budget impact.

used as the basis of the 1982-83 budget assumed full expend~ture
of these proJect funds. As these expenditures did not occur,
fund balances were increased by a like amount at the beginn~ng of
the year. This recommended reappropr~ation act~on w~ll return
the actual fund balance levels to amounts adopted by the Council
as part of the budget.
To avoid this s~tuat~on in the future, the annual budget
adoption resolut1on w~ll be expanded to 1nclude reappropr~ation
of funds for previously approved but unf1nished capital proJects.

A RESOLUTION OF THE CITY COU~CIL
OF THE CITY OF SANTA MONICA
REAPPROPRIATING FUNDS
FOR CAPITAL IMPROVEMENTS PROJECTS
WHEREAS, the City Council adopted an annual budget far
fiscal year 1981-92 on June 9, 1981; and
WHEREAS, the annual budget contained funds for undertaking a
variety of necessary capltal improvements proJects; and
WHEREAS, several of those projects were not completed by the
end of the fiscal year expenditure authority;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
Section 1. The following funds are hereby reappropriated to
1982-83 and the budget amended accordingly:
