SUBJECT: Adoption of the FY1988-89 Budget
INTRODUCTION
The purposes of thlS report are to:
1) present reV1S10ns to the City ManagerJs proposed budget for 1988-89;
2) request reapproprlat1on of funds for capital proJects cont1nu1ng into
1988-89; and
3) recommend adoptlon of the 1988-89 Budget Resolutions of the Clty Councll,
the Redevelopment Agency, the Parking Authority and the Housing Authority.
BACKGROUND
Rev1sions to the Proposed Budget
Exh 1 bits A and Bout 1 i ne a set of rev 1 s ions to revenues and expend 1 tures,
respectlvely, as presented 1n the Proposed Budget for FY1988-89. These
reV1S10ns reflect techn1cal adjustments/corrections, Council ln1tiated
changes, changes necessitated by more complete information, and other
recommended rev1sions. All of the changes are detalled and explalned 1n the
attached exhibits.
The impact of these recommended changes on the FY1988-89 General Fund fund
balance is summar1zed as follows:

The 1mpact of changes recommended for other funds is as set forth in the
attached exhibits.
Personnel Changes
As part of the budget process, a set of classification and compensation change
requests were rev1ewed by the Personnel Department 1n accordance with eX1stlng
Admlnlstratlve Instructions. All recommended changes have been incorporated
1nto the proposed budget salary and wage accounts and position allocat1ons,
and are reflected 1n the attached budget resolutions. However, two position
title correctlOns are necessary: a) Legal Secretary in the City Attorney's
Office to Legal Administrative Staff Ass1stant, and b) Techn1cal Services Ald
in the Information Systems Department to Technical SerV1ces Specialist.
At this time, classif1cation specifications and associated salary resolutions
are presented for Council approval for the following FY1988-89 pos1t10ns.
- Adm1nistrative Services Manager - General SerVlces
This position will replace a currently budgeted pos1t1on of Assistant
Director of General Services in the General Services Department.
Dunng the FY1987-88 m1d-year budget reV1S10n process) the position of
Assistant Director of General Services and the Adm1n1strat1on D1V1S10n
were eliminated and a new division, Administratlve Serv1ces) was added to
the General SerV1ces Department. Under the old organlzational structure
of the General SerV1ces Department, the various division heads reported

through the Administration Division to the Ass1stant Director of General
Services. Under the new organlzational structure, the vanous division
heads report directly to the Director of General Services and the new
Administrative Services Div1sion w1ll be another division whose divis10n
head, Administrative Services Manager, reports d1rectly to the D1rector of
General Serv1ces. The Adm1nlstrative SerV1ces DlVls10n wlll stlll
continue to prov1de the various admin1strative serV1ces previously
prov1ded by the Administratlon D1V1S10n. In addition) the Adm1n1strative
Services D1vis1on will assume a greater role 1n budgetary matters,
including the Capital Improvements Program budget, and will also serve as
liaison between the General Services Department and the City Manager's
offi ce.
The attached salary reso 1 ut ion is the result of an ana lys is of both
external and internal alignment factors. Based on that analysis, an
E-step rate of $4660 per month is recommended ($5,424 per month w1th
PERS) .
Section 8 Housing Positions
The C1ty Council and the Housing Authorlty authorized d1rect
administration of the Sect10n 8 Housing Assistance Payments Program at the
Apnl 12, 1988 Special J01nt Meetlng. Two new positions, Hous1ng
Ass1stance Coord1nator and Housing Specialist, are necessary for
adm1nistrat10n of this program.
Under min1mal superV1S10n of the Hous1ng Program Manager, the Hous1ng
Assistance Coordinator will plan, direct and supervise the operat1on of
the Section 8 Existing and Voucher Hous1ng Ass1stance Payments Program and
assist 1n the plann1ng and development of other related hous1ng programs

including performing research, preparing reports and applY1ng for funds.
The Housing Specialist, under moderate supervision from the Housing
Ass i stance Coordinator, will ass i st 1 n the operat i on of the Sect ion 8
Housing Program by interv1ewing applicants, determining eligibillty,
briefing partic1pants) negot1at1ng with landlords, performing unit
inspections, and preparing and monitor1ng leases.
The attached salary resolution is the result of an analys1s of both
external and 1nternal alignment factors. Based on that analysis, an
E-Step rate of $3,458 per month is recommended for the Hous1ng Assistance
Coord1nator position ($4)024 per month w1th PERS), and an E-Step rate of
$2,458 per month 1S recommended for the Housing Specialist pos1t1on
(52,861 per month with PERS).
A staff report from the Personnel Director provid1ng detalled background on
remain1ng recommended changes to speclfications and salar1es, and reflecting
action by the Personnel Board will be presented to Counc1l at a later date.
At that t1me, a resolution establ1shing salar1es for these new posit10n
class1fications will also be provided for approval.
Cap1tal Projects Reappropriation
As in prior years, the attached budget resolutions 1nclude a request for
reappropri at i on of certa 1 n funds for prev i ous 1 y approved cap i tal improvement
proJects. Reappropri at 1 ons are requested for unexpended bal ances of
encumbrances as well as encumbered balances. Th1S action would allow
continued expend1tures for capital projects up to the amounts prevlously
authorized.
The exact amount of funds reappropr1ated depends upon encumbrances establ1shed
and expenditures made as of the close of FY1987-88. After f,nancial reports

are ava1lable in late July 1988, staff will reV1ew the status of each project
and make a preliminary determ1nat1on of reappropr1at10n amounts. These
amounts w1ll be finalized after completion of the financial audit 1n the Fall.
As part of the mid-year report, staff will report to Council on the final
amount of these reappropriations.
BUDGET RESOLUTIONS
The resolutions presented for adoption set forth appropr1ations in the
operatlng budget to the major account group level within a fund for each
department, and 1n the capital budget to the program category level within a
fund. These appropriation levels are ident1cal to those approved for the
FY1987-88 Budget.
RECOMMENDA TI ON
It is respectfully recommended that:
1. The City Council) Parklng Author1ty, Redevelopment Agency and Housing
Authon ty approve resol ut ions adopt 1 ng the Proposed FY1988-89 Budget, as
amended by th1S staff report and ExhibltS A and B, attached hereto; and
2. The City Council approve the new classifications of Admin1strative
Services Manager - General Services) Housing Assistance Coordinator and
Housing Special1st and adopt the attached resolutlOns establishing the
salary rate for these new class1flcations.

ADMINISTRATIVE SERVICES MANAGER - GENERAL SERVICES
DEFINITION: Under administrative direction, plans, directs,
coordinates and supervises the activities of the Administrative
Services Division of the General Services Department, including
responsibility for accounting and finance, purchasing, payroll,
budget development and control, citizen relations, office
management and data processing. Performs related duties as
required.
TYPICAL DUTIES
Directs, coordinates and supervises the Administrative
Services Division of the General Services Department.
Assists the Director of General Services in the planning,
development, coordination, and monitoring of major projects and
programs in the various divisions of the department.
Plans, designs and implements a variety of management

for the City Council agenda.

May act as liaison to the Capital Improvements Committee;

BASIC QUALIFICATIONS:
MINIMUM STANDARDS: Applicant must be able to demonstrate

techniques of supervision; and modern principles of office

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA APPROVING ITS BUDGET FOR THE FISCAL YEAR 1988-89
WHEREAS, the proposed budget for the fiscal year 1988-89
was submitted to the City Council thirty-five (35) days prior to
July I, 1988; and
WHEREAS, the City council held a public hearing on said
budget after a notice of said budget hearing was published not
less than ten (10) days prior thereto~ and
WHEREAS, after said public hearing, the City Council
considered further its proposed budget,
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA RESOLVES AS FOLLOWS:
SECTION 1. That the budget for the fiscal year 1988-89,
as submitted by the city Manager and revised by the City Council,
which budget is entitled "city of Santa Monica, Proposed Budget,
1988-89", a copy of which budget is attached hereto, is hereby
approved and adopted. In adopting said budget, the city Councll
intends to, and by this section does, adopt and approve the total
operating
appropriation
for
each
departmental
and
non-departm.ental operating budget, consisting of Salaries and
Wages, Supplies and Expense, and Capital Outlay major expenditure

Budget, and the revenue detail, and does authorize the city

A RESOLUTION OF THE PARKING AUTHORITY OF THE CITY OF SANTA
MONICA APPROVING ITS BUDGET FOR THE FISCAL YEAR 1988-89
WHEREAS, the proposed budget for the fiscal year 1988-89
was submitted to the Parking Authority thirty-five (35) days
prior to July 1, 1988; and
WHEREAS, the Parking Authority held a public hearing on
said budget after a notice of said budget hearing was published
not less than ten (10) days prior thereto; and
WHEREAS, after said public hearing, the Parking
Authority considered further its proposed budget,
NOW THEREFORE, THE PARKING AUTHORITY OF THE CITY OF
SANTA MONICA RESOLVES AS FOLLOWS:
SECTION 1. That the budget for the fiscal year 1988-89,
as submitted by the Executive Director and revised by the Parking
Authority, which budget is entitled "city of Santa Monical
Proposed Budget, 1988-89", a copy of which bUdget is attached
hereto, is hereby approved and adopted. In adopting said budget,
the Parking Authority intends to, and by this Section does, adopt
and approve the total operating appropriation, consisting of
Salaries and Wages, Supplies and Expense, and Capital Outlay
major expenditure categories, each program category of the

authorize the Executive Director to allot as appropriated.
