Gann Limit authorization t-as been used. However, in the process of
using the City's FY1984-85 Gann Limit authority, the Council
appropriated $789,884 to a Ganned rese~ve in the General F~nd of which
$477,795 has been earmarked for poss~ble ~uture appropriation for
specific pal~ce and prot~ctive services purposes in accordance with the
restrictions of ~he City's existing Gann L~m~t override, and $312,Q89
has been earmarked for possi~Ze apprapriatian for ar~y p~rpase. This
Ganned reserve is in addition to the up to $3.4 millian Ganned reserv~d
previou5iy appropria~ed un8er the City's FY1963-84 Gann Limit. The
preczse amot~nt o~ the $3.~ mil}~~on Ganner3 reserved wil~. be reported to
the Council by the Director of Finance du~ing November, 1984 upon
completion af the audit of FY1983-84 and in con3unction with

Council, Redevelop~nent Agency and Parking Authflrity. Based upon
recent discussions between the City ~Ianager, staff, Ci~y A~.torney
and certa~n City Council rnembers, tne attached resolutions do not
provide additionaZ authority for budget transfers by 4ity staff.
As in prior years, the appropria~ions are es-~abl.ished at tne
ma~or accour~t group level of each departmental operat~.ng budge~.
The attached resolutions aetually reduce administrativ~ authority
to make b~dget transfers for cap~~.aJ. pro~ects. As was ~iscussed
~n t~~~ staff renort regarding budge~. adoption, staf~ recognzzes
City Council's in~eres~ in 'the capital program and ~ill cont~nu~
the administrative practice of requesting Couneil authorization
for any significan't transfers pet~~aeen cap~tal pro~ects. The at--
tached resolut~on ensures that capita~ b~.~dget transters between
program categories wz11 be submitte~ for City Counc~l approval.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA APPROVING THE BUDGET FOR
THE FISCAL YEAR 1984~85
WHEREAS, the proposed budget for the fiscal year
1983-1984 was submitted ta the City Council ~hirty-five (35) days
prior to July 1, 1984; and
WHEREAS, the City Council held a public hearing on said
budget after a natice af said budget hearing was published not
less than ~en {10} ~ays prior thereto; and
WHEREAS, after said pub~ic hearing, the City Council
considered furth~r its propos~d budqet;
NOW THEREFORE, THE CITY COUNCIL OF THE C~TY OF SANTA
MONICA RE50LVES A5 FOLLOWS:
SECTTON i. That the budget for the fisca~ year
1984-85 as submitted by the City Manager and revised by the City
Council which budget is entit~ed "City of Santa Manica, Proposed
Budget, 1984-1985", a copy of which budget is attached hereto, is
hereby approved and adopted. In adogting sai.d budget, the City
Council intends to and by this 5ection does adopt and approve the
total operating appropriation for eacYi departmental and
non-departmental operating budget, consisting of Salaries and
Wages, Supplies and Expense, and Capital ~utlay inajor expenditure

categories, each p~ogram category af the capital improvements
budget, and the revenue c~etail, and does au~.horize the City
Manager to aliot by major expenditure category as appropriated.
S~CTSON 2. That in adopting said }~udget, the City
Council does hereby reappropriate the unencumbered Y~alanees of
the 1983-1984 Cagital Improvements Budget consisting of not to
exceed $852,437 from the Gene~al Fund "Ganned" r~serve accaunt
and not ta exceed $14,315 from the Parks and Recreation Fv;nd
"Ganned" reserve account; and not t~ ~xceed the amounts fram the
i983-84 Cap~tal Improvements Budget for the respective £unds:

OF S~~rA MONICA APPROVING THE BUDGET FOR
THE FISCAL Y~AR 19$4-1985
WHER~AS, the proposed budget for the fiscal year
19$4~~985 was submitted to ~h~ Parking Au~hority ~hirty-five (35)
days p~~or to July ~, 1984; and
WHEREAS, the Parking A~thoraty ~eZd a pub~ic hearing on
said budget after a notice of sa~d budget hearing was pubiished
not ~ess than ten {10) days priar thereto; and
WH~REAS, after said p~bZic hearing, the Par~ing
Author~ty considered ~urthex i~s proposed budget;
NO'vJ T~~~R~FORE, TH~ PAftKING AU'I'HORITY ~F TI~E CITY OF
SANTA Mt~NiCA RESOLVES AS FOLLOWS:
SEC`PION l. '~hat the budget for the fiscal year
1984-85 as sub~nitted by the City Manag~r and reviewed by rhe
Parking Authority which budget is entitled "City of Santa Monica,
Proposed Budget, 1984-i985", a copy of which budge~ is a~taehed
hereto, is here~y appraved and adopted. In adopting sa~3 budget,
~he Pa~king Authority in~.ends to and by this Sec~ian dQes adant
and approve ~h~ total ap~rat~.ng appronriat~an, cons~.sting o~
Sa~.ar~es and Wages, Suppl~.es and ~xpense, and Capital Outlay
major ~xpenditure categories, th~ capztal impzovements budget,

and the revenue detail, and daes authorize the C~ty Manager to
allot as appropria~ed.
SE~TION 2. That Zn adopting said budget, th~ Park~ng
Authority daes hereby reappropriate the 1983-84 Capital
Improvements Budget unencumbered balances in an amount not to
exceed $354,820.
SECTION 3. Tha~ a certified copy of said budget be
£iled with the Director of F~nance/City Contro~ler and with ~he
City Clerk and certified cop~es of said budget be reproducpd and
made available fpr =ase as d~rected by Section 1505 of the ChartEr
o~ said City.
SECTION 4. The City Clerk shall certify to the
adop~ion of this resoiution and thencefarth and ~hereafter the
same shall bp in full force and effect.
