I also flnd 1t rather 1nterest1ng when the comments are made about, "how they wlsh the conservatlves would partlclpate," and "how they w11l cut them to pleces. I don't thlnk that most people want to put themselves lnto a hostlle sltuatlon and ln part1cular with th1S group of Pro's. Don't get me wrong I thlnk that many good ldeas are advanced by some well mean1ng and lntell1gent folks, maybe a llttle nalve and self serv1ng. As far as the homeless sltuatlon go'S I th1nk that more emphasls has to be put on determln1ng who 1S reachable and who 1S tak1ng advantage of the handouts. Many of the young men we see wanderlng around our ne1ghborhoods and parks Just don't want to work, I have observed that you don't see the illegal a11ens ln food handout 11nes. Why? By June 30, 1991, the Redevelopment Agency fund balance is projected to be approximately $.6 million (i.e. about $300,000 each for the two funds of the Agency: the Downtown Project Fund and the Ocean Park Project Fund). FY1991-92 and subsequent fiscal year's revenues and expenditures are projected to be essentially equal. Therefore, future payments on outstanding Promissory Notes will be possible only by reallocation of current expenditure patterns. Such reallocation would be a matter of Council policy. Projected FY1990-91 revenues are approximately $4.4 million which includes the one-time receipt of approximately $.5 million of "catch-up revenues" for prior year's property sales and associated assessed valuation increases in the Ocean Park Project area. Hence, future revenues will be about $3.9 million and will grow about 2% to 7%/year due to normal assessed valuation growth and future resales/reassessments.
