Dear Mayor Zane and Counc1l Members:
I am wr1t1ng on behalf of the Lat1no Resource Organizat1on. It
has come to my attention that funding for the LRO through the
City budget 1S 1n Jeopardy. 1 urge you to cont1nue fund1ng this
most needed and effective organ1zat1on.
The program has ach1eved wonderful results 1n many areas of
educat10n and informat1on that have proven diff1cult for Latinos
to adJust to. Translat10n and referral serV1ces have helped
people obta1n the serVices they otherw1se would have been unaware
of. Tutorial and family counsel1ng serV1ces have encouraged many
young Lat1nos to stay 1n public schools and move on to h1gher
educat1on. The loss of these serV1ces would d1m1nish the ab1lity
of many members of the Lat1no community to deal effectively w1th
serV1ce organizat1ons and educat10n fac1lit1es that LRO now
assists them with.
Please adopt the alternat1ve fund1ng appropr1ation for 1990-1991
proposed by LRO and reJect the C1ty Staff recommendat1on to
el1m1nate the fund1ng.

I have been on PEN Slnce the flrst part of thlS year and have
been readlng the homeless conference almost on a dally basls.
Many tlmes I have wanted to throw my two cents ln, however I
flnd that lt seems llke lt lS baslcally a one slded
conversatlon gOlng on wlth and by the same group of people
Pollt1cally to the left and all pretty much In agreement on
the Solutlon to thlS problem. I also flnd 1t rather
1nterest1ng when the comments are made about, "how they wlsh
the conservatlves would partlclpate," and "how they w11l cut
them to pleces.
I don't thlnk that most people want to put themselves lnto a
hostlle sltuatlon and ln part1cular with th1S group of Pro's.
Don't get me wrong I thlnk that many good ldeas are advanced
by some well mean1ng and lntell1gent folks, maybe a llttle
nalve and self serv1ng. As far as the homeless sltuatlon go'S
I th1nk that more emphasls has to be put on determln1ng who
1S reachable and who 1S tak1ng advantage of the handouts.
Many of the young men we see wanderlng around our
ne1ghborhoods and parks Just don't want to work, I have
observed that you don't see the illegal a11ens ln food
handout 11nes. Why? Because they have prlde and are wll11ng
to take any k1nd of work
Maybe a team of people should go out and lntervlew as many
homeless as posslble and get the demographlcs of the
sltuat10n such as who has mental problems, who 1S a substance
abuser, who needs 1mmed1ate lnterventlon and who appears to
be tak1ng advantage of the system, What we need 1S bas1cally
a database, or people 1nventory so the serV1ces can be
de11vered 1n an 1ntel11gent and eff1c1ent manor,
Your SWASHLOCK plan I be11eve has mer1t and should have been
1mplemented 1n some form long ago by the C1ty, however TIME
IS RUNNING OUT, most of us are fed up w1th the s1tuat1on. To
much cr1me 1S be1ng comm1tted by and to th1S group. We need
to enforce the law d1l1gently and protect the law abld1ng
clt1zens, I have seen statements made by your group that most
people have, "IRRATIONAL FEARS," no thlS 1S wrong we are
becom1ng the vlct1ms along wlth many of the homeless,
lnclud1ng members of your group; PEOPLE are belng robbed and
beaten and even k1lled by the street thugs.

City of Santa MOnICa, set-up a
walk-In center at the Farrview
LIbrary to assist reSIdents with
answenng the census form. We
found that the reSidents who
needed the most help were those
who are not mobile and could
not come to the ltbrary. A SPAN
volunteer VIsited those folks at
theIr home to asSISt with answer-
mg the census. SPAN IS pleased
to report that over 60 Sunset
Park reSidents received that form
of assistance from SPAN.

problems of neighborhood

SANTA MONICA CITY COUNCIL
1990-1991 CITY BUDGET
BUDGET PROCESS SHOULD INCORPORATE CITIZENS' PRIORITIES
PUBLIC INPUT -- mput regardmg accomplishments of currently funded programs. and
assessment of our pnonties for the future should bel!m the budget process; City
Manager. Departments. and City Council should prepare workplans and allocate
resources accordmgly
PROPOSED BUDGET FAILS TO ADDRESS SOME NEIGHBORHOOD
NEEDS
CRIME -- unplement regular uniformed police patrols of all neIghborhoods to deter cnme.
NEIGHBORHOOD PROTECTION PLANS -- mcrease fundmg to protect reSIdents from
traffic mtrusions caused by rapId commercIal development; amounts proposed for the
next three years are not suffiCIent to fund the plans currently under dIScussIon by Cuy
traffic engmeers and neighborhoods.
CITY-WIDE TRAFFIC STUDY -- increase funding to implement improvements re-
commended by thIS study; public mput and design process should begm now, before
the 75% remammg of all approved commercial development is bUIlt out.
PALISADES PARK -- mcrease funding for needed improvements to the City's largest park,
we have spent time and money WIth public process to IdentIfy problems and suggest
plans. yet virtually no Implementation IS planned during the next three years.

REVENUES WHICH COULD BE INCREASED
HOUSING AND PARK IN-LIEU FEES -- increase these fees to properly reflect the true
costs to the City from commercial development.
TRAFFIC IMPACT FEES -- consider assessing traffic impact fees to properly reflect and
assess the costs to the mfrastructure of new commercial development; Los Angeles
currently charges a one-time fee of $1.800 per car generated. and an mcrease to $5.700
per car IS bemg proposed.
AIRPORT FINES -- increase fmes for violatIOns of regulations regarding flymg tImes and
noise regulations.
"SPEED TRAPS" -- implement periodic speed traps m neIghborhoods to reduce cut-through
traffic. enhance public safety. and provide some net revenues to the General Fund.
CHARITABLE GIVING TASK FORCE -- establish commumty/City task force to IdentIfy
means of increasmg chantable gIfts to the City; firms. groups. and indIVIduals are
all potential donors. but we must request such gifts m order to receIve them.
EXPENDITURES WHICH SHOULD BE REDUCED
CIVIC AUDITORIUM -- defer major capItal improvements until completion and approval of
the CIVIC Center SpeCIfic Plan.
Amounts at Issue: $300.000 for 1990-91 and $100.000 for 1991-92.
BREAKWATER FEASIBILITY STUDY -- Do not fund the study until public mput
regarding the desrrabIhty of rebuilding the breakwater has been sohClted and
analyzed.
Amount at Issue' $170.000.
TMP INCENTIVE FACILITY -- Do not fund the shower and locker faCIlity work.
Amount at issue: $400.000
DIVISION OF ECONOMIC DEVELOPMENT -- Decrease fundmg to reflect residents'
development pnontIes and change m work from last year; decrease should
reasonably reflect changes m development actiVIty. a mmmlUm of 10%.
Amount at Issue: $4.426.208 -- 10% = $440.000.
RECYCLING -- Do not Implement weekly curbSIde pIck-up as It will not mcrease reSIdentIal
recyling sufficiently to JustIfy addmonal cost; Instead. work to mcrease business
recycling. partIcularly of offIce paper and newspaper; mcrease recycling of glass.
metals. and plastIcs by restaurants.

6. Crack down on repeat offenders.
Make the records the HELP officers are keepmg of transients' warnings and arrests available to the courts

7. Give the public a formal role in developing the city's homeless policy.
Create a Homeless PolLcy Commission of seven members (no profeSSional SOCial service prOViders) With
diverse views on how to deal With our homeless populatLon ThiS commiSSion would
. MOnitor the success of City-funded agencies in helping homeless people get off the street
. Recommend funding levels based on ItS assessment
. MOnitor the city's success In developmg a homeless policy that makes our parks, streets, and beach

. Dtrect an attorney's research Into what kind of community service can be legally reqUired for
prOVIding food and shelter, or as a substitute for Jail time
8. Hire a lobbyist, like the rent-control lobbyist, to press for the county,
state and federal governments to help with our homeless problem.

to the General Fund.
By June 30, 1991, the Redevelopment Agency fund balance is
projected to be approximately $.6 million (i.e. about
$300,000 each for the two funds of the Agency: the Downtown
Project Fund and the Ocean Park Project Fund). FY1991-92 and
subsequent fiscal year's revenues and expenditures are
projected to be essentially equal. Therefore, future
payments on outstanding Promissory Notes will be possible
only by reallocation of current expenditure patterns. Such
reallocation would be a matter of Council policy.
Projected FY1990-91 revenues are approximately $4.4 million
which includes the one-time receipt of approximately $.5
million of "catch-up revenues" for prior year's property
sales and associated assessed valuation increases in the
Ocean Park Project area. Hence, future revenues will be
about $3.9 million and will grow about 2% to 7%/year due to
normal assessed valuation growth and future
resales/reassessments.
