Amendment to Administrative Services Budget
Introduction
This report requests an amendment to the Administrative
Services, Personnel budget section of an added Depart-
mental Administrative Assistant position, to be funded
for the balance of the current budget year.
Background
The inclusion this year of municipal employees under
unemployment insurance covera~e has led to the Personnel
Divisions reassignment of staff time to the monitoring
and control of seperated employee claims af,ainst the
City. ~~ere claims are assigned, the staff member has
defended the City against such awards
The successful
City challenge to unjustifled unemployment claims have
resulted in a saving of over $30,000 to date.
Concomittant with the above, the decision was made to
coordinate worker's compensation employee and adjuster
problems and queries through one staff member. This
provided a much more timely handling of compensation
needs
Time often being a strong factor in keeping
cases from escalating out of proDortion to actual injury.
Here again the results are rewardinR, and the resultant
savings considerable - in excess of S59,000 to date.
Loss of the reassigned staff time has had attendant costs
to the performance of other personnel services. At the
present time it has led to an increase in time required
to complete recruiting and replace~ent employees.

At 1ts regular June ~eet1ng, your Landmarks Commission voted (f1ve in favor, none
opposed, and two absent) to reaffirm its support of funding another yedr of the Historic
and Architectural Survey at $30,000, the same figure budgeted for the preV10US year's
work. This differs from the City ~nager's recommendation of a $5,000 figure, wh1ch
would princ1pally go for publ1cat1on of walk1ng tour mater1als, and in effect terminate
the survey prior to complet1on. (~e were later adv1sed by staff that their time could
not be used to prepare a Memo to you embodY1ng this Commission's views, if varying from
the City Manager's position. Accordingly, I have been compelled to prepare this Memo
representing my recollect1on of the Comm1Qsion's concerns, but have not had the time to
obtain my fellow-Commissioners' concurrence ~n its precise language.)
In response to the Request for Propo~als issued ~ year ago, the consultanffiult~~~te-
ly selected to conduct the survey proposed to survey some six hundred buildings concen-
trated ~n an area co~respond~ng somewhat to our Co~stal ~one, and do prel~m1ndry work in
the balance of the City. Their find~ngs, following 3 year's work, indicate that so~e
further work needs to be done in t~e Coastal Zone, as well as that in the balance of the
City ant~cipated a yedr ago.
A very substantial portion of the effort (representing perhaps as much as $5,000 of
the funds expended) this past yedr has gone into the training of a cadre of h1ghly-moti-
vated c1tlzen-valunteers. Of more tl-jan one hundred W~lO Signed up for the tra1ning, over
seventy attended nearly all of the S1X tr~lnlng sessions organlzed by the consultants,
and a substantial maJor1ty of these took part 1n t~e actual survey work. This trained,
mot~vated group represents a 31zeable inve~tmeLt of City funds. Its present ability to
perform survey work must be used 1mmed1~tely or lost. Fa1lure to ContInue the survey at
this t1me, the 1nev1table consequence of adopting the C1ty Manager's budget proposal in
lieu of that of your Landmarks Comm1s31on, would result, 1n effect, in the discard of ~
C1ty ~sset. Another way of look1ng at this 1S to con3ider thal the City expenditure has
1n effect level aged the donation of w~ny thOUSdnds of dollars' worth of volunteer t~me;
the rat10 should be f~r better th1S cOID1ng ye~r> ~1nce we w1ll be re~ping the benef1t of
the prev10us 1nve~tment 1n tr~1n1ng.
