IntroductIon
This report requests approval of eleven new classIfIcatIon
specIfIcatIons and twelve revIsed clasSIfIcation specIfIcatIons,
all related to changes Included in the proposed 1985-1986 budget.
In addItIon, this report requests adoptIon of the attached
ResolutIon establIshIng salarIes for certaIn permanent and "as-
needed" classIfIcatIons In conJunctIon WIth adoptIon of the FIS-
cal Year 1985-1986 budget.

Cultural Arts AdmInIstrator IS a new classIfIcatIon coverIng the
posItIon of ExecutIve DIrector to the CIty'S Arts CommIssIon,
currently classIfied as an AdmInIstratIve Analyst. The new
speCIfIcatIon recognIzes thIS posItIon as a Management positIon.
JunIor LIfeguard is a new "as needed" claSSIfIcatIon, Intended to
prOVIde for more fleXIbility In the hIrIng and assIgnment of sum-
mer lifeguards. It IS dIstIngUIshed from Pool Lifeguard in that
JunIor LIfeguards WIll not be requIred to Instruct SWImmers.
Labor RelatIons Manager and RecrUItment and SelectIon Manager are
new claSSIfIcatIons coverIng the two DIVISIon heads In the Per-
sonnel Department, currently claSSIfIed as SenIor AdmInIstratIve
Analyst and PrInCIpal Personnel Analyst, respectIvely. The new
tItles and duty statements more accurately represent the nature
of these pOSItIons.
PrInCIpal Planner and SenIor Planner are new claSSIfIcatIons re-
qUIred to complete the reorganIzatIon of the plannIng functIons
In the Department of CommunIty and EconomIC Development. They
WIll replace two DIVISIon Head claSSIfIcatIons which are current-
ly vacant, PlannIng and ZonIng Manager and Program and POlICY
Development Manager. The two DIviSIons are beIng combined Into
one PlannIng Department as part of the 1985-1986 budget, under
the DIrector of PlannIng.
RecreatIon FaCIlItIes Attendant IS a new "as needed" claSSIfIca-
tIon, covering part-tIme pOSItions prImarIly responSIble for col-
lectIng fees from and Issuing tIckets to users of the CIty'S rec-
reatIonal faCIlitIes and programs.

RISk Manager 15 a new posItIon In the CIty Manager1s OffIce, In-
tended to coordInate the CIty'S lIabIlIty Insurance, property
Insurance and employee health and safety programs.
TechnIcal SerVIces SuperVIsor 15 a new pOSItion In the Data Pro-~
cesslng Department, responsIble for superVISIon of the Installa-
tIon, maIntenance and operation of operating system software,
computer communIcatIons hardware and software, and related equIp-
ment. The incumbent will also superVIse the data entry functIon
In the Department.
TOXIC ChemIcal Program CoordInator IS a new pOSItIon In the Water
DIVISIon of General SerVIces Department, prImarIly responSIble
for ImplementatIon of the CIty'S TOXIC Chemical DIsclosure Law.
Background - ReVIsed ClaSSIfIcatIon SpeCIfIcatIons
AIrport SecurIty Guard, Meter Reader, ParkIng Structure Guard
(formerly Parking Structure Attendant), SenIor PublIC Works In-
spector, TransportatIon MechanIC ASSIstant, Water ChemIst, and
Welder FabrIcator (formerly MechanIC Welder) have all been re-
VIsed to more accurately descrIbe the dutIes actually performed
by incumbents, and to Incorporate changes reqUIred to Implement
organIzatIonal and/or program changes contemplated In the FIscal
Year 1985-1986 budget.
DIrector of PlannIng has been revised to reflect the combInIng of
the PlannIng and ZonIng DIVISIon and the Program and Policy
Development DIVISIon Into one PlannIng Department.

FIscal Staff ASsIstant II and TranscrIber TYPIst have been re-
vIsed to reqUIre lower typlng speeds than currently IndIcated In
the "Mlnlffium Standards" sectIon of each clasSIfIcatIon. The cur-
rent reqUIred speeds have acted as barrIers to the employment of
persons who would appear to be able to perform the reqUIred
dutles of these classifIcations In all other respects.
SanItatIon Superintendent and Street MaIntenance SuperIntendent
have been revlsed to reflect the transfer of the Street SweepIng/
CleanIng functIon from the Street MaIntenance DlVlsion to the
SanltatIon Dlvlslon, as well as the transfer of the recycllng
functIon to the SanItatlon DIVISIon.
Background - Salary RecommendatIons
The establIshment of approprIate salary rates for the new clas-
SIfIcatIons IdentIfIed above is an extenSIve process and Includes
thorough analYSIS by the Personnel Department, CIty Manager; and
Management SerVIces staff of both lnternal and external compari-
son factors.
The results of thIS reVIew process have been Incor-
porated In the proposed budget calculatIons. The attached
Resolutlon must be adopted by CounCIl to Implement the new 3alary
rates.
CIty "as needed" pOSItIon salarIes are studIed annually In con-
JunctIon WIth the budget development process. Based on a com-
paratIve external salary survey and input from Department Heads
relative to theIr needs, certaIn "as needed" classlficatlons are
also reco~~ended for salary adJustments as part of the attached
ResolutIon.
