Background This resolution wlll enable the Clty of Santa Mon1ca to comply with Government Code Sectlon 7910 which provldes that: Each year the goverUlng body of each local Jurlsdlction shall, by resolutlon, establish its approprlatlon limit for the following flscal year pursuant to Artlcle XIIIB at a regularly scheduled meeting or notlced special meeting. Flfteen days prlor to such meetlng, documentatlon used in the determlnatlon of the approprlatlon limit shall be available to the public. The determinatlon of the appropriation limit 1S a legislatlve act. I?~ (/. (( rA OCT 11 Ig8) ~t The SUbMlss10n of the attached resolut1on for FY 1983-84 was delayed to procedures resolution permlt time to review the various calculation prevlously employed by City staff and to awalt State of the Gann status of the Clty'S PERS contr1but1ons as 1mpacted by the prov1slons of Proposition 13. Staff have completed their reVlew and have appropriately revised the various calculation procedures. Act10n on the ~mpact of Propos1tion 13 on the C~ty's PERS contrlbution and therefore the Gann status of this contribution rema1ns unclear at this time. In light of these factors, the Gann limit presented here1n has been calculated consistent with conservatlve assumptions histor1cally followed by the Clty. DiscuSSlon Based upon the instructions prov1ded by the State of California Department of F1nance and var10US clarifying gUldellnes, the Gann appropriation llmit of $32.0 m1ll1on for FY 1983-84 was computed and made available to the publlC for flfteen days prlor to thlS meeting. The calculatlon of the llffilt 1S detailed at Attachment A. On June 21, 1983, the City Councll adopted the FY 1983-84 budget Wh1Ch 1nc1uded appropriations total1ng $97.0 million. Of th1S amount, $30.8 IDllllon are approprlat1ons subject to limitat1on. The calculat10n of the appropriatlons subJect to llmltation 18 detailed at Attachment B ln tabular and chart forms. '..J - Based on the calculations presented 1n Attachments A and B, the C1ty 15 $1.3 m~llion below the Gann appropr1at~on limit. It should be noted, however, that on April l4, 1981 the Clty'S Gann appropriat1on lim1t was increased by voter approval of Propos~tion A. The amount of the 1ncrease was $3.0 milllon for FY 1981-82 through FY 1984-85 (as appropr1ately adJusted each flscal year for changes ln the Consumer Price Index or Personal Income, and population) for the prov~s~on of addit10nal pollce and other protective services necessary to reduce maJor cr1me 1n the Clty. Hence, the City's total FY 1983-84 Gann appropriat10n limit of $32.0 milllon 1ncludes $3.4 m1ll1on for overrlde authorized services.
