Th1S report recommends approval of resolut1ons establish1ng the City's Gann
Appropr1at1ons L1m1t for FY1992-93 at $83,684,834 and appropriation of
available FY1991-92 funds to Gann'ed reserve and/or des1gnated balance sheet
accounts.
~ann Appropr1ations L1m1t for FY1992-93
On June 23,1992, the City Counc1l will be cons1dering the proposed C1ty
FY1992-93 budget for adopt1on. In order to meet legal requirements, the C1ty
Coune1l must also formally adopt the City's Gann ApprOprlat1ons Lirn1t for
FYl992-93.
Based upon Art1cle XIrIB Appropriations Lim1t Un1form Guidelines released by
the League of Callfornla Cltles In March 1991, the City's Gann Appropriations
l1mlt of $83,684,834 for FY1992-93 has been computed and made avallable to the
publlC flfteen days pnor to this meet1ng. The FYl992-93 l1m1t has been
computed based on the following allowable 1ncrease factors; the annual
percentage change In the State Per Cap1ta Personal Income t1mes the annual
percentage popul at ion change for Los Angel es County. Staff recommends that
the Counc1l approve the FY1992-93 l1m1t based on these factors. The
calculatlon of the C1ty'S FY1992-93 l1mit using these factors lS detailed at

The alternate factors of the "annual percentage populatlon change of the City
of Santa Monica" and the "annual percentage change of local non-residential
assessed valuatlon due to new construction" were not used because; a) the
annual percentage populatlon change for Los Angeles County 1S a better
approxlmation of the increase in the actual population served by the City, and
b) data concernlng the annual percentage change 10 the local non-residentlal
assessed valuation due to new constructlon 15 not available from the County
Assessor's Off1ce.

ApproprTatlon of Avallable FY1991-92 Funds to Gann'ed Reserve and/or
Designated Balance Sheet Accounts
Under the provlsions of Article XIIIB of the State Constitution, a city is
authorlzed to appropriate to reserve and/or designated balance sheet accounts
the difference between actual spendlng (l.e. expenditures and encumbrances)
subject to the Gann Appropriatlons llmit and the Clty'S Gann Appropriations
Llmit for that flscal year. ThlS action can be accomplished by the City
Councll passlng a resolutlon to thlS effect. For FYl991-92, an appropriate
resolutlon to accompllsh thlS transaction has been prepared and is at
Attachment C.
By taking th1s action, the Clty Council, in effect, subjects to the FY1991-92
Gann Approprlatlons L1mlt the funds so approprlated to Gannted reserve and/or
deslgnated balance sheet accounts.
Thus, the UGann)edU monies become
available to flnance carryover capltal projects or for approprlatlon during FY
1992-93 and/ or subsequent fi sca 1 years free of FYl992-93 and/ or subsequent
flscal year's Gann limltat1ons.
As the following table lndlcates, Councll adoption of the resolution at
Attachment C means that up to S10,421,818 of funds WhlCh may be available at
the end of the current f1scal year can be "Gann'ed".

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA ESTABLISHING THE GANN APPROPRIATIONS LIMIT FOR THE
FISCAL YEAR 1992-93
WHEREAS, the City Counc1l is required under the prov1S1ons of
Government Code Section 7910 and Article XIIIB of the California Constitution
to establish its appropr1at1ons limit by resolut1on; and
WHEREAS, documentation used in the determinat10n of the
approprut ions 11 m1 t has been ava 11 able to the pub 1 i C for fi fteen days pri or
to th1S meetlng as requlred by Government Code Section 7910.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS;
SECTION 1. For purposes of Article XIIIB of the Cal1forn1a
ConstltutlOn, the City of Santa MOOlca appropriatlons 11mit for the fiscal
year 1992-93 shall be $83,684,834.
SECTION 2. The Clty Clerk shall certify to the adoption of the
Resolut1on, and thenceforth and thereafter the same shall be 1n full force and
effect.

des1gnated balance sheet accounts the difference between actual spending

Introduction
Thl s report recommends approval of resol utions establ i Shl n9 the City's Gann
Approprlatlons Limlt for FY1990-91 at $67,967,646 and appropriatlon of
aval1able FY1989-90 funds to Gann'ed reserve and/or designated balance sheet
accounts.
Gann Approprlations Llmit for FY1990-91
On June 26, 1990, the City Council will be considering the proposed Clty
FY1990-91 budget for adoption. In order to meet legal requirements, the City
Councll must also formally adopt the City's Gann Appropriations Llmit for
FY1990-91.
Based upon the lnstructions provided by the State of California Department of
Flnance, various clarlfying gUldelines and the recently approved State
Propositlon Ill, the City's Gann Appropriations Limlt of $67,967,646 for
FYl990-91 has been computed and made available to the publlC fifteen days
prior to this meetlng. The calculatlon of the limit 1S detalled at Attachment
A.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA ESTABLISHING THE GANN APPROPRIATIONS LIMIT FOR THE
FISCAL YEAR 1990-91
WHEREAS~ the City Council is required under the provislons of
Government Code Sectlon 7910 and Article XIIIB of the Californla Constitution
to establlsh lts appropriations limit by resolution; and
WHEREAS~ documentatlon used in the determination of the
appropriatlons limit has been available to the public for fifteen days prior
to thlS meetlng as required by Government Code Section 7910.
NOW~ THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS;
SECTION 1. For purposes of Article XIIIB of the California
Constitutlon~ the City of Santa Monica appropriations limit for the fiscal
year 1990-91 shall be $67~967~646.

WHEREAS, under the prQv1sions of Art1cle XIIIB Qf the CalifQrma
CQnst1tution, a C1ty 1S authorized to appropriate to a Gann'ed reserve and/or
designated balance sheet accounts the difference between actual spend1ng
subJect to the Gann ApprQpriations Limit and the City's Gann Appropriations
L1m1t for that fiscal year; and
WHEREAS, appropriating available funds to Gann'ed reserve and/or
designated balance sheet accounts is in the public interest because
establ i shment of Gann' ed reserve and/or desi gnated balance sheet aCCQunts
1ncreases the ab1l1ty Qf the C1ty CQuncil to respond to the service needs of
the c1t1zens Qf the City of Santa Monica.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES

annual financlal audit as set forth 1n the City's Fiscal Year 1989-90
Comprehensive Annual F1nanc1al Report, and the difference between the lesser
of $5,855,127 or actual expenditures and encumbrances subject tQ limitation as

Appropriations Limlt For FY1989-90 and Appropriatlng FY1988-89 Funds
to Gann'ed Reserve and/or Oeslgnated Balance Sheet Accounts
Introduction
This report recommends approval of resolutions establishlng the City's Gann
Approprlatlons Llrnlt for FY1989-90 at $59,163,406 and approprlatlon of
avallable FY1988-89 funds to Gann'ed reserve and/or deslgnated balance sheet
accounts.
Gann Appropriations Llmit for FY1989-90
On June 27, 1989, the City Council will be considering the proposed City
FY1989-90 budget for adoption. In order to meet legal requlrements, the City
Council must also formally adopt the City's Gann Appropriations Llmlt for
FY1989-90.
Based upon the instructlons provided by the State of California Department of
Finance, various clarifying gUldellnes and a recent State Supreme Court
declslon, the City's Gann Appropnations Llmlt of $59,163~406 for FY1989-90
has been computed and made avallable to the public fifteen days prlor to this
meeting. The calculatlon of the 11mit is detalled at Attachment A.
A comparlson of the City's FY1989-90 Gann Approprlations Llmlt and FY1989-90
appropriat1ons subject to limitatlon as set forth 1n the Clty'S proposed
FY1989-90 budget (lncludlng recommended flnal changes) is as follows:

The above table lndlcates that 1n all components of the C1ty'S total Gann
Appropriations L1m1t, FY1989-90 appropriations subject to limitation are less
than the applicable limit component.
An appropriate resolution to establish the City's FY1989-90 Gann
Appropriations Limit at $59,163,406 1S at Attachment B.
Appropr1at1on of Ava1lable FY1988-89 Funds to Gann'ed Reserve and/or
Deslgnated Balance Sheet Accounts
Under the provis1ons of Article XIIIB of the State Constitution, a city is
authorized to appropriate to reserve and/or designated balance sheet accounts
the difference between actual spending (i .e. expenditures and encumbrances)
subject to the Gann Appropriat1ons Limit and the City's Gann Appropriations
limit for that fiscal year. This act10n can be accomplished by the City
Council passing a resolut1on to th1S effect. For FYI988-89, an appropriate
resolut10n to accomplish th1S transaction has been prepared and is at
Attachment C.
By taking this action, the City Council~ in effect, subJects to the FY1988-89
Gann Appropriations limit the funds so appropriated to Gann'ed reserve andjor
des1gnated balance sheet accounts.
Thus~ the uGann'edu monies become
available to finance ~yover capital projects or fo~ropriation during FY
1989-90 and/or subsequent fiscal years free of FY1989-90 and/or subsequent
fiscal year's Gann limitations.
As the following table indicates, Council adoption of the resolution at
Attachment C means that up to $8,536,817 of funds which may be available at
the end of the current fiscal year can be ~Gann'ed~.

When the City's FY1988-89 Comprehensive Annual Flnancial Report is submitted
to the Council this Fall, the Finance OHector wlll report to the Council
actual total FY1988-89 spending and the actual amount Wh1Ch the Council has
appropr1ated to "Gann'ed~ reserve and/or designated balance sheet accounts.

AdoptlOn of the attached resolutlOn establlshlng the City's FY1989-90 Gann
Appropriations Llmlt does not have a budget/flnancial impact. Adoptlon of the
attached resolution approprlatlng avallable FY1988-89 funds to "Gann'ed"
reserve and/or deslgnated balance sheet accounts will enable the City to
contlnue to flnance carryover capltal proJects and increase the City's ability
to respond to future serVlce needs.
Recommendation
It is recommended that the attached resol ut ions Whl ch establi sh the City's
