Epstein moved to accept the resignation with regret (the vacancy
to be fllled during the annual appointment process). Second by
Councilmember Katz. The motion was approved by unanimous vote.
5-8: OIL DRILLING: Presented was the request of Mayor Reed to
dlSCUSS reaffirmation of City support for a Federal Moratorium on
Offshore Oil Drilling (continued from April 23,1958).
Councilmember Katz moved to reaffirm City support for a Federal
Moratorium on Offshore Oil Drilling and authorize communications
.and testimony in the appropriate form. Second by Councilmember
Epstein. The motion was approved by unanimous vote.
CONSENT CALENDAR
The Consent Calendar was presented whereby all items are
considered and approved in one motion unle3s removed from the
Calendar for diScussion. ~ouncilmember Epstein moved to approve
the Consent Calendar with the exception of Items 6-C, 6-G, 6-1
and 6-L. Second by Councilmember Conn. The motlon was approved
by the following vote:
Council Vote: Unanimously approved 5-0

6-A: APPROVAL OF MINUTES: The minutes of the City Council
meeting of April 23, 1985, were approved as presented.
6-B: PROCLAMATIONS OF LOCAL EMERGENCY: Resolution No. 7010(CCS)
entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA PROCLAIMING THE CONTINUTED EXISTENCE OF THE LOCAL
EMERGENCY," was adopted.
6-D: VACATION OF PORTION OF EUCLID COURT: Resolution No.
7012(CCS) entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA DECLARING ITS INTENTION TO ORDER THE
VACATION OF A PORTION OF THAT CERTAIN ALLEY KNOWN AS EUCLID
COURT, BETWEEN THE RAILROAD PROPERTY AND OLYMPIC BOULEVARD, IN
THE CITY OF SANTA MONICA, CALIFORNIA," was adopted setting a
public hearing on May 28, 1985.
6-E: SOFTBALL TOURNAMENTS: The City Manager was authorized to
negotiate and execute Contract No. 4455(CCS) with Shakey's Pizza
Parlors for the co-sponsorship of two City softball tournaments
in 1985,
6-F: OLYMPIC SUMMER GAMES: The 1985 LAOC AFF Summer Games "85"
program was approved and the City Manager authorized to negotiate
and execute Contract No. 4456(CCS), being a joint agreement with

AJR 42, as amended, Farr. Oil and gas leases: outer
continental shelf.
Tills measure would memorialize the President and the
Secretary of the Interior to delete specified areas from the
proposed California offshore oil and gas lease program and
would request the Governor to recommend those deletions.

1 WHEREAS, The United States Department of the
2 Interior has announced a five-year program to open all of
3 CalIfornia's offshore waters for 011 and gas leasmg, and
4 WHEREAS, Under this program, lease sales for areas
5 previously closed to 011 and gas development would occur
6 for southern CahfOl;ma in Apnl1987 and 1990, for central
7 Cahfarma in May 1989, and far northern Cahforma III
8 December 1987 and 1990; and

WHEREAS, The abundant sea hfe and beauty of
California's coast and ocean waters provide umque
recreahonal and fishing opporturutles for the clhzens of
the state and nation; and
WHEREA.S, In 1983 tounsm contnbuted
approximately 28.5 billion dollars to the economy of the (
state while the value of 011 and gas extracted from
Cahforrua and areas offshore totaled onl)' approximately
10.5 bIllion dollars; and
WHEREAS, Oil platforms, oil spills, interference wIth
fishmg achVlhes, and other actual and potential adverse (
effects from oil development are likely to cause
irreparable harm to the resources of the coast; and
WHEREAS, The federal government has not yet
sahsfactorily addressed impacts to California from
present offshore oil and gas production through revenue
sharing as required by Section 8 (g) of the federal Outer
Continental Shelf Lands Act, as amended by Section 205
of the Outer Contmental Shelf Lands Act Amendments
of 1978 (43 D.S C Sec. 133 (g)), and
WHEREAS, The Umted States Congress, in adoptmg
the federal Outer Contmental Shelf Lands Act
Amendments of 1978, directed the Department of the
Intenor to prepare and maintam the leaSIng program In
a manner consistent wIth the pnncIple that

3 Cahforrua north of the seaward extenslOn of the
4 Mendocino-Sonoma County Ime; and be it further
5 Resolved, That the Legislature of the State of
6 Cahfomia hereby respectfully requests that the
7 Governor recommend to the Secretary of the Intenor
8 that the federal offshore areas adjacent to state-owned (
9 tide and submerged lands where Ollleases are currently
10 prolubited and all areas offshore Cahfomia north of the
11 seaward extensIOn of the MendocIno-Sonoma County hne
12 be deleted from the proposed 011 and gas leasing
13 program; and be it further
14 Resolved, That the ChIef Clerk of the Assembly
15 transmIt copIes of thIS resolution to the President and
16 Vice President of the Uruted States, to the Secretarv of
17 the Intenor, to each Senator and RepresentatIve f;om
18 Cahforma m the Congress of the Umted States, and to the
19 Governor
