the recommendation of the Commission on Older Americans to contact legis-
lators to oppose cutbacks in the Social Security System. Dan Cohen spoke
in support of the recommendation on behalf of the Commission on Older
Amer1cans. Councilmember Zane moved to direct the City Attorney to prepare
a resolution to send to appropriate legislators strongly opposing cutbacks
in the Social Security System and urging that the federal government main-
tain the highest possible level of financial support to the senior citizen
populat1on re11ant upon social security. Second by Councilmember Press.
Dur1ng d1Scussion, Councilmember Zane included in the motion the request
of Councilmember Press that, in addition to sending the resolution to
representatives, the resolution and a differently worded, strong letter be
sent by the Mayor to the President reminding him that this was one of the
key factors in his campaign. After further discussion, and with the con-
sent of the second, Councilmember Zane amended the motion to adopt Resolu-
t10n No. 6284(CC5) entitled, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA OPPOSING CUTBACKS IN SOCIAL SECURITY BENEFITS", reading by
t1t1e only and wa1v1ng further reading thereof, and to authorize the City
Attorney to prepare the resolution for immediate transmittal by the Mayor
to the Callfornia Congressional delegation and the President; further that
the Comm1ssion on Older Americans be empowered to adopt and transmit a
resolut1on signed by their chairperson, or themselves send letters or
cornmUTI1cate oppos1t1on in any way they see fit as a body.

A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA MONICA OPPOSING
CUTBACKS IN SOCIAL SECURITY BENEFITS
WHEREAS, on June 29, 1934, PresIdent Roosevelt promulgated

Order 6757 establishing a Committee on Economic

January 1935 recommended a natIonal system of SOCIal security,
and
WHEREAS, In 1935, the Congress of the UnIted States adopted
the Social security Act establishIng three programs to aSSIst the
needy: (1) unemployment compensation; (2) old age insurance; and
(3) categorIcal assistance for the aged, dependent chIldren, and
the blind, and
WHEREAS, under the Social Security Act of 1935, the Old Age
Insurance program was established to prOVIde monthly retirement
benefIts and lump-sum death benefits to workers who have engaged
In covered employment for the requisite period to time, and
WHEREAS, the Social SecurIty Act of 1935 has been amended
from tIme to tIme to expand the benefits provided retired workers
under the Old Age Insurance program, and
WHEREAS, for the first time since adoptIon of the SOCIal
Security Act of 1935 a President IS actively pursuing maJor
cutbacks In benefIts prOVIded retired workers, and

adversely affect the health and well-being of the elderly,
NOW, THREEFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. The c~ty Counc~l opposes any and all cutbacks
in social security benefits and urges the Congress of the United
States to maintain the highest level of social security benefits
posslble.
SECTION 2. The Clty Clerk shall certify to the adoption of
this resolution and thenceforth and thereafter the same shall be
