SUBJECT: Request for Direction to City Attorney
to Prepare Emergency Ordinance Regarding
Pier Pushcart Vendors.

This memorandum is to request Council Members I
concurrence in directing the City Attorney to prepare
an emergency ordinance for the April 22 City Council
meeting to revise section 9118A of the Municipal Code
to specifically allow pushcart vendors on the Pier.
This modification is necessary to enable the Pier
Restoration Corporation to implement the leasing plan
which was adopted by Council as part of their service
agreement.
The timing is necessary to allow a May
start-up of the program.

l1-E: PIER/PILOT VENDOR PROGRAM: Presented was a staff report
recommend1ng approval of a p~lot vendor program for Santa Monica
Pier and authorlzation to the City Manager to execute lease
agreements with selected vendors. Counci lmember Reed moved to
approve the staff recommendation, thereby approvlng the pllot
Pler Vendor Program and authorlzing the City Manager to execute
the proposed lease agreement Wl th selected vendors, amended by
delet10n of the requ1rements proposed on page 3 of the staff
report setting up requirements for the sale of art and craft
items. Second by Mayor Pro Tempore Press. Discussion was held.
The following members of the publ1C spoke in agreement wlth
deletion of arts and crafts regulations and 1n support of
retain1ng food and beverage vendors: Ida Lee, Sharon Hall and
Judy Heimlich. D1Scussion was held. The mot1on was approved by
the following vote:
