GS:SS:EL:JH:a June 23, 1986 ITEM To: Mayor and City Council From: city staff Subject: Pico-Kenter Canyon Storm Drain Alternatives Introduction This report presents the status of staff activities regarding the Pico-Kenter storm drain and gives a proposed time schedule for future activities which attempt to find solutions to this long-standing beach related problem. Background The discharge of surface drainage water from the storm drain run-off system which occurs at the end of the Pico-Kenter concrete outfall structure normally flows over the beach to the surf line which is 350 feet away. Due to the annual storm generated waves and tidal flows during the rainy season, a sand bank or "berm" often forms inland of the surf line on the beaches from north of the Santa Monica Pier to beyond the Southerly city limits. This results in low lying areas between the berm and the Promenade. This condition can aggravate the problem of summertime storm drain discharges onto the beaches, notably at the Pico-Kenter Canyon storm Drain, and can cause the ponding of effluent during the low-flow seasons. - 1 - :;rAJ~0IJ iE IJ./ - c JUL 2 Z IStf . . Discharges from the low- flow storm drain are monitored by both the County Heal th Department and the ci ty' s General Services Department (Water Division). Analysis has shown that while there are traces of volatiles present (TCE, and chloroform), the measurable levels do not exceed the minimum standards approved for drinking water. Bacteriological contamination, however, is often present. This is a common condition in urban storm drain run-offs due primarily to animal feces (as proven by tests of this storm drain effluent). This high content of organisms indicating the presence of such bacteria has prompted the County Heal th Department to post notices at the end of the outfall structure indicating the ponded water to be unfit for human contact. According to County Health officials and City tests, this bacteriological contamination is the major problem present in storm drain outfalls. This contamination is not considered a heal th hazard to swimmers or waders once it reaches the surf because of the immediate dilution by sea water. The problem faced by the City and the county is how to transfer the contaminated water to the surf while at the same time eliminating the possibility of persons coming in contact with it until it is safely diluted. Discussion A number of alternatives were studied by a task Force consisting of engineering and public health staff from the City of Los Angeles, the County of Los Angeles and the City of Santa Monica. The alternatives which are under review include: - 2 - . e 1. Re-grading and Increased Maintenance Activities as an interim measure, City forces have re-graded the area of the beach where the "large pond" was formed by the surf tocreate openings through the berm, to allow drainage. The city has also installed a drain line from the storm drain structure to the surf to transport the water across the beach and to reduce the possibility of contact with the contaminated water. This alternative can be more fully implemented by increasing the capacity of the drain line, but since the drain line would be clogged and perhaps damaged by winter storms, it would have to be removed prior to each winter storm season. 2. Diversion of Effluent to Sewer system an additional alternative which was explored was to divert the low-flows of the storm drain to the nearest tributary line of the sewer system, where the drainage would be disposed of as part of the City's sewage flow treated at the Hyperion Treatment Plant. Implementation of this plan is dependent on the authorization of the Treatment Plant Operators, and has been denied (see Attachment I). 3. Diversion of low-flows to the nearest tributary line and then to the Ashland Avenue storm Drain --(see analysis of alternatives below). 4. Diversion of low-flows to the storm drain beneath the Santa Monica Municipal pier -- (see analysis of alternative below). - 3 - . . Analysis of Alternatives Alternative 3 appears to be the most cost-effective of the various alternatives studied and this alternative is supported by the County Health Department (see Attachment II) . This alternative results in eliminating the problem at Pico and causes no adverse changes at the Ashland drain, which is constructed with an outlet reaching to the surf line. staff has discussed this alternative with two members of the OPCO board, but no consensus was reached regarding this alternative. There have been recurring odor problems on Main street caused by the surf plugging the Ashland Drain with sand. Diverting additional low flow waters to the Ashland Drain may improve this situation by washing the sand out more frequently. Staff believe the newly adopted waste ordinance, which will force all restaurants to install grease traps and wash racks, will also help to mitigate the odor problem of the Ashland storm Drain. Staff plans to hold a public meeting (which also has been requested by OpeO) in Ocean Park in July regarding this alternative unless Council directs otherwise. Alternative 4 has essentially the same advantages and the same relative costs as Alternative 3. However, the pier storm drain awaits the second phase of reconstruction (including funding by the County) and thus will take approximately nine additional months to accomplish as compared with Alternative 3. - 4 - . . Proposed Time Schedule for Alternative 3 . Meet with Ocean Park Residents and Business Owners July-Aug 1986 Report to Council and obtain authorization to proceed September 1986 Design improvements November 1986 Award Contract January 1987 Construction March-April 1987 Estimated Cost Impact to City The total cost of Alternatives 3 and 4 is estimated at $225,000. The County has already agreed to fund one-third of the construction costs for storm drain diversion ($75,000) and to pay for maintenance and design. The City of Los Angeles is also expected to pay for one-third of the costs ($75,000). The projected cost to the City of Santa Monica is therefore estimated to be approximately $75,000. Conclusion staff will continue to implement and evaluate interim measures currently in place to reduce the ponding of low flow effluent. Staff will also proceed with evaluation of Alternatives 3 and 4 according to the time schedule detailed above.
