8 regardlng Metropolltan Water Distr~ct Directors. Counc~lmember
Reed introduced discus5lon. Councilmember Conn moved to support in
concept Senate Bill 8, which would provide for the election of the
Metropolltan Water Distrlct Directors, and in support of direct
pol~tical representation. Second by Mayor Pro Tempore Edwards.

Senate Bill 8, As ~ended
Senate Blll 8, WhlCh heretofore had not been of
concern to the Dlstrict, was recently totally rev1sed 1n
Conference Comm1ttee of the Leglslature. As rev1sed, 5B 8
would drast1cally amend the Metropol1tan Water Distrlct Act
to change the manner in Wh1Ch dlrectors are selected. ~o
longer would the me~her agenCles select the dlrectors.
Instead, dlrectors would be elected from 51 single-member
d1strlcts of approxlmately eoual population to be created
with1n the boundarles of Metropolltan. The blll, a copy
of WhlCh lS attached, would go lnto effect ~ed1ately and
would call for a spec1al election to select the new repre-
sentatlves to be consolidated wlth the Nove~ber 2, 1982
General Electlon. The te~ of the new directors would
apparently beg1n on December I, 1982.
Th1S blll should be opposed by us and I may ask for
your assistance ln that effort If and when th1S bill recelves
further leg1slat1ve conslderation. Leglslatlve representative
Blll Fairbank, of course, 15 closely followlng the Frogress
of thlS bill and has done ITouch already to assure that it
does not proceed Wlthout careful cons1deratlon of those who
would be affected and that it is referred to the proper
co~~ittee or cOmMittees for reVlew. Mr. Fa1rbank belleves,
and hlS reVlew of the Sacramento press coverage of the blll
conflrrr-s, that thlS blll 1S slffiply a ploy to galn adverse
publ1city for Proposit1on 9.
