SR-14-A (2) _/ , CC:CER:cls '. I COUnCl f Mtg. febru 23, 1982 sa~onica, Ca11fornia J L\ - A fEB 2 3 1982 TO: Mayor and Counci 1 Hembers fROt1: SUBJECT : Christine Reed Occidental Petroleum E.I.R. on 011 Drilli~g in Paclfic Palisades and in Santa Monica Canyo~ In 1976 the Santa Monica City Council took a very strong position in oppositlon to Occldental Oil's request to drill for oil lmmediate1y north of our borders. The reasons for our ooposition were as follows: 1. Great concern for the potent1al for oil spills lnto the ocean and onto the beaches of the wost intensely used publlC recreation area in Southern California. 2. Concern for the degredatlon of the air quallty in Santa flonica. 3. Adverse noise impacts for Santa Monica residents on the northwest canyon rim (Adelalde Dr., etc.) 4, Concern for the impact on Santa ~onica resldents and part of the Santa Monica water sUDoly if the "first cholce" plpeline route (south on Seventh Street and east on San Vicente) 1S used, (You should note that one of the alternate pipeline routes feeds into the Shell plpeline under 26th Street). I think this City Councll should endorse the ~osltion of previous Clty Councils and cont1nue our opposition to any attempts to drill for oil ln such envlronmentally sensitive areas as the ones outlined 1n the Occidental E.I.R. I urge that the staff be directed to review the Draft E.I.R. and prepare conments which embody the points of concern outllned above.
